According to Item 3 of article 156 of the Social code of the Republic of Kazakhstan PRIKAZYVAYU:

1. Approve the enclosed Rules and criteria for evaluation of results of work of independent experts of medico-social examination.

2. To provide to department of methodology and enhancement of medico-social examination of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.

4. This order becomes effective since January 1, 2025 and is subject to official publication.

Rules and criteria for evaluation of results of work of independent experts of medico-social examination

Chapter 1. General provisions

1. These rules and criteria for evaluation of results of work of independent experts of medico-social examination (further – Rules) are developed according to Item 3 of article 156 of the Social code of the Republic of Kazakhstan and determine procedure and criteria for evaluation of results of work of independent experts of medico-social examination.

2. In these rules the following concepts are used:

1) extent of loss of general working capacity (further – degree of UOT) – the size characterizing the level of decline in the ability of the person to perform work, to render services, expressed as a percentage of the lost working capacity;

2) Committee of regulation and control in the sphere of social protection of the population of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan (further – Committee) – the department of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan (further – the Ministry) performing realizable and control functions in the field of social and provision of pensions, social protection of persons with disability within the competence;

3) medico-social examination (further – MSE) – assessment of the restrictions of activity of osvidetelstvuyemy person caused by permanent disorder of functions of organism with establishment (not establishment) of disability and (or) extent of disability, and also determination of his needs for measures of social protection;

4) the independent expert of medico-social examination (further – the independent expert of MSE) – the physical person conforming to the requirements determined by authorized state body, and consisting in the register of independent experts of medico-social examination;

5) the automated information system "Centralized Databank of Persons Having Disability" (further – AIS "TsBDI") – the hardware and software intended for automation of business processes on establishment of disability, disability, development of the individual program of rehabilitation and also for storage and data processing on persons which underwent survey in departments of MSE;

6) the individual program of abilitation and rehabilitation of person with disability (further – the International Party of Russia) – the document determining specific amounts, types and terms of carrying out abilitation and rehabilitation of person with disability on the basis of his individual requirements;

7) authorized state body – the central executive body performing management and cross-industry coordination in the sphere of social protection of the population according to the legislation of the Republic of Kazakhstan, regulation, control functions behind activities of the State Social Insurance Fund.

Chapter 2. Procedure and criteria for evaluation of results of work of independent experts of medico-social examination

3. Assessment of results of work of independent experts of MSE is carried out by AIS "TsBDI" in the automated mode:

monthly, to the 5th, following reporting;

once a year, by December 20 of accounting year.

Consideration of monthly and annual assessment is regulated by the conditions concluded based on the contract for rendering expert services.

4. Monthly assessment of results of work of independent experts of MSE is performed by determination of arithmetic-mean value of percent of opinions of independent experts of MSE corresponding to criteria, stipulated in Item 8 these rules on the following formula:

And – the number of the conclusions corresponding to criteria, stipulated in Item 8 these rules;

K1 – the number of the rendered services in month;

K2 – the number of the examined participants of system of compulsory social insurance (in case of primary survey);

K3 – the number of the re-examined persons, with the established degree of UOT;

K4 – the number of persons with disability by which the International Party of Russia is developed;

With – quantity of indicators To equal or more than 1.

5. Annual assessment of results of work of independent experts of MSE is carried out by determination of arithmetic average of value of monthly estimates.

6. Following the results of assessment of results of work of independent experts of MSE AIS "TsBDI" creates the table of assessment of results of work of independent experts of MSE in form according to appendix to these rules.

7. Results of monthly and annual assessment of results of work of independent experts of MSE are reflected in its private office in AIS "TsBDI" and are signed by it by means of the electronic and digital signature (further - the EDS).

After signing assessment of results of work of the independent expert of MSE (monthly and annual) goes to Committee.
