About measures for creation of the free economic zone "Bukhoro-agro"

For the purpose of forming of favorable conditions on attraction of foreign and domestic investments for creation of the modern greenhouse, gardening and vinogradarsky facilities providing cultivation of competitive products with the high value added demanded in the foreign markets and also complex and effective use of potential and resource production of the Bukhara region, the organization on this basis of new workplaces and increases in the income of the population:

1. Accept the offer of khokimiyat of the Bukhara region, the Ministry of Agriculture, Ministry of Economics, Ministry of Finance, State committee of the Republic of Uzbekistan on investments, HK "Uzbekozikovkatholding" on creation in the Bukhara region of the free economic zone "Bukhoro-agro" (further - SEZ "Bukhoro-agro") with borders of its territory according to appendix No. 1.

2. To khokimiyat of the Bukhara region together with:

In a month to provide with the state committee of the Republic of Uzbekistan on land resources, geodesy, cartography and the state inventory accurate delimitation and withdrawal in accordance with the established procedure of the parcels of land included in structure of SEZ "Bukhoro-agro";

the interested departments to take measures for the organization of local specialized enterprises for production of designs and the equipment for construction of modern greenhouses using advanced technologies.

3. Determine the main objectives and activities of SEZ "Bukhoro-agro":

attraction of direct foreign and domestic investments for creation of modern greenhouse, gardening and vinogradarsky facilities, including using technology of hydroponics, on the basis of cluster form, and also production organization of designs, the equipment and other components for construction of modern energy saving greenhouses;

production expansion, deepening of conversion and growth in volumes of agricultural export on the basis of effective use of production and resource capacities of the region;

stimulation of the organization of complete cycle of production of agricultural products - from seeds before delivery of products to the market;

implementation of effective mechanisms of providing greenhouse facilities with seeds, seedling and saplings of high-yielding grades of the crops demanded in the foreign markets by creation of conditions for the organization of nurseries of seedling and saplings, and also primary seed farming;

forming of modern infrastructure of rendering services of logistics, assistance to subjects of agricultural production in the organization of export of products made by them;

widespread introduction of modern resource-saving technologies, alternative energy sources in the organization of greenhouse facility;

creation of the research and production centers on standardization, certification and marking of the made products according to international standards and with taking measures to ensuring the international recognition of their conclusions;

participation in training of highly qualified specialists in the field of greenhouse facility, including in passing of work practice by them at the companies performing activities in the territory of SEZ "Bukhoro-agro".

4. Determine that:

the parcels of land included in structure of SEZ "Bukhoro-agro" are under direct authority of directorate of SEZ "Bukhoro-agro";

the term of functioning of SEZ "Bukhoro-agro" constitutes 30 years from the moment of its creation with possibility of the subsequent prolongation of this term;

during the term of functioning of SEZ "Bukhoro-agro" the special tax and customs modes act on its territory;

the participant status of SEZ "Bukhoro-agro" is provided by directorate of SEZ "Bukhoro-agro" on the basis of results of electronic online biddings.

5. To administrative board of free economic zones and small industrial zones of the Bukhara region:

a) in a month to take measures for creation and the organization of activities of directorate of SEZ "Bukhoro-agro";

b) together with the Ministry of Economics, the State committee on investments, the State committee on assistance to the privatized companies and development of the competition, Chamber of Commerce and Industry of the Republic of Uzbekistan, HK "Uzbekozikovkatholding" and commercial banks in accordance with the established procedure to provide:

attraction to projects implementation in the territory of SEZ "Bukhoro-agro" of subjects of entrepreneurship, carrying out system work with them, and also high-quality and timely consideration of investment requests for placement of projects in the territory of SEZ "Bukhoro-agro";

rendering assistance to subjects of entrepreneurship in development of business plans of the investment projects planned to realization in the territory of SEZ "Bukhoro-agro".

6. Exempt directorate of SEZ "Bukhoro-agro" on core activity from tax payment and obligatory contributions to the state trust funds for the entire period of its functioning.

7. Distribute to members of SEZ "Bukhoro-agro" of provision of Items 3, 4 and 5 Presidential decrees of the Republic of Uzbekistan of October 26, 2016 No. UP-4853 "About Additional Measures for Activation and Expansion of Activities of Free Economic Zones".

8. Approve structure of the Commission on coordination and assistance in implementation of actions on the organization of modern greenhouse facilities in the territory of SEZ "Bukhoro-agro" according to appendix No. 2.

Determine the main objectives of the Commission (S. Holmurodov):

coordination of activities of the executives in charge for implementation of actions provided by this resolution and also the organization of their effective, high-quality and timely fulfillment;

attraction of foreign investments, credits and grants of the donor countries, the international financial institutions for financing of the projects realized in the territory of SEZ "Bukhoro-agro";

assistance in search and involvement of foreign and domestic investors for projects implementation in the territory of SEZ "Bukhoro-agro", carrying out negotiations with them, and also rendering to them necessary assistance and assistance under the organization of their activities.

9. Determine that financing of the projects realized in the territory of SEZ "Bukhoro-agro" is performed at the expense of means of the international financial institutions, initiators of projects, including direct investments, and also the credits of the commercial banks and other sources which are not prohibited by the legislation.

At the same time the size of own funds of the initiator of the project raised on its realization cannot be less than 25 percent from total cost of the corresponding project.
