About formation of the State agency on registration of vehicles and driver's structure under the Cabinet of Ministers of the Kyrgyz Republic

1. Form the State agency on registration of vehicles and driver's structure under the Cabinet of Ministers of the Kyrgyz Republic (further - the State agency) based on Public institution "Unaa" of the Ministry of Internal Affairs of the Kyrgyz Republic.

2. Determine that:

- The state agency is legal successor of Public institution "Unaa" of the Ministry of Internal Affairs of the Kyrgyz Republic;

- the acting employees of Public institution "Unaa" of the Ministry of Internal Affairs of the Kyrgyz Republic performing according to function posts carried to maintaining the State agency are subject to reassignment in the State agency according to qualification requirements;

- compensation of employees of the State agency, including technical and service personnel, is made on the operating work payment terms established by the legislation of the Kyrgyz Republic.

3. Determine that the State agency is the authorized state body responsible for development and realization of state policy in the following spheres:

- registration and re-registration of vehicles and trail cars to them, special technological machines, and also driver's structure;

- carrying out and acceptance of qualification examinations and issue of car driver licenses on the right of control of vehicles and certificates of the tractor operator-driver on the right of control of self-propelled technological machines;

- production of the state registration registration plates for vehicles;

- realization of the state registration registration plates with special combination of figures and/or letters, and also personalized registration plates on vehicles;

- personification of car driver licenses of the Kyrgyz Republic of national sample;

- licensing of activities of the educational organizations for preparation and retraining of transport drivers (driving schools).

4. To the Cabinet of Ministers of the Kyrgyz Republic:

- in a month to approve Regulations on the State agency, the scheme of management and the number of staff;

- bring the decisions into accord with this Decree;

- in three-months time to submit the drafts of the laws following from this Decree for consideration of Jogorku Kenesh of the Kyrgyz Republic;

- take the necessary organizational, financial and other measures following from this Decree.

5. To the state agency on management of state-owned property under the Cabinet of Ministers of the Kyrgyz Republic in accordance with the established procedure to take necessary measures for placement of the State agency.

6. Bring in the Presidential decree of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" of May 5, 2021 No. 114 the following change:

- add Item 5 with the paragraph the sixth the following content:

"-State agency on registration of vehicles and driver's structure;".

7. Recognize invalid paragraphs two, the third, eighth Item 2 of the Presidential decree of the Kyrgyz Republic "About urgent measures for safety of traffic in the Kyrgyz Republic" of December 7, 2021 as No. 548.

8. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

9. This Decree becomes effective from the date of official publication.
