About space activities
This Law is aimed at providing legal regulation of space activities for the purpose of development of economy, science and technology, strengthening of defense and safety of the Russian Federation and further expansion of international cooperation of the Russian Federation.
In the Russian Federation the research and use of space, including the Moon and other celestial bodies, are the most important priorities of state interests.
The relations in the field of space activities are governed according to the Constitution of the Russian Federation, the conventional principles and rules of international law and international treaties of the Russian Federation, this Law, other Federal Laws and other regulatory legal acts of the Russian Federation.
1. For the purposes of this Law space activities are understood as any activities connected with direct work on research and use of space including the Moon and other celestial bodies.

scientific space research;
use of the space equipment for communication, television and broadcastings:
use of satellite navigation and topogeodezichesky systems;
the piloted space flights;
use of the space equipment, space materials and space technologies for the benefit of defense and safety of the Russian Federation;
observation of objects and the phenomena in space;
testing of the equipment in the conditions of space;
production in space of materials and other products;
other types of activity performed by means of the space equipment.
2. Space activities include creation (including development, production and testing), using (operation) of the space equipment, space materials and space technologies and rendering other services connected with space activities, and also use of results of space activities and international cooperation of the Russian Federation in the field of research and use of space.
The purposes of space activities are:
assistance to economic development of the state, to growth in prosperity of the population of the Russian Federation by rational and effective use of the space equipment, space materials and space technologies, and also expansion of scales of their use;
strengthening and development of scientific and technical and intellectual potential of the space industry and its infrastructure;
assistance to strengthening of defense and to safety of the Russian Federation;
further enhancement and accumulating of scientific knowledge of Earth, space and celestial bodies;
development and expansion of international cooperation of the Russian Federation for the benefit of further integration of the Russian Federation into system of world economic bonds and ensuring the international security.
1. Space activities are performed according to the following principles:
assistance to peacekeeping and the international security by use of achievements of space science and technology;
encouragement of attraction of extrabudgetary funds in space activities when preserving the state control of their use and providing guarantees of observance of state interests of the Russian Federation;
safety of space activities and environmental protection;
equal and mutually beneficial international cooperation of the Russian Federation in the field of space;
the international responsibility of the Russian Federation for the performed space activities;
