About measures for strengthening of level of social security of the population and increase in minimum wage, the operating official pay rates of employees of budgetary institutions and the organizations, pensions and grants

For the purpose of improvement of financial position of the population, strengthening of the stimulating role of the salary and increase in level of social security of the population I decide:

1. Perform since January 1, 2005 payment of allowances for class ranks to government employees, the stipulated in Clause 27 Laws of the Republic of Tajikistan of November 13, 1998 "About public service"

2. Establish since January 1, 2005 minimum wage in all industries of economy of the republic and minimum pension in the amount of 12 somoni a month.

3. Increase the operating official pay rates and the tariff charges of employees of the organizations and organizations financed from the Government budget in the following sizes since January 1, 2005:

- to workers of branch of science - 100 percent;

- to workers of industry of health care - 100 percent;

- to workers of industry of social protection of the population - 100 percent;

- to tutors of preschool institutions - 70 percent;

- to elementary school teachers (1-4) comprehensive schools - 70 percent:

- to teachers of 5-11 classes of comprehensive schools - 60 percent:

- to other workers of industry of education - 50 percent.

- to workers of industry of culture - 50 percent.

- to workers of other budget industries (except government employees of state governing bodies of local executive bodies of the government, the military personnel, faces of the private and the commanding structure of law-enforcement bodies of staff of other law enforcement agencies) - 50 percent:

- to workers of economic and support personnel of all state-financed organizations and organizations - 100 percent;

4. Increase since January 1, 2005 the sizes of work pensions of pensioners by application of coefficients of increase in the sizes of earnings from which pensions of the pensioner retired during the period are initially granted:

till 1994 - 86,5 coefficient

in 1994 - 79,8 coefficient

in 1995 - 30,2 coefficient

in 1996 - 9,4 coefficient

in 1997 - 5,6 coefficient

in 1998 - 3,0 coefficient

in 1999 - 2,4 coefficient

in 2000 - 1,79 coefficient

in 2001 - 1,65 coefficient

in 2002 - 1,55 coefficient

in 2003 - 1,28 coefficient

in 2004 - 1,03 coefficient

5. Establish since January 1, 2005 pensions for special merits in front of the Republic of Tajikistan taking into account the operating pensions in the amount of to 6 minimum pensions on age.

6. Establish since January 1, 2005 the maximum size of old-age pension of 120 somoni a month.

7. Increase since January 1, 2005 the operating grant sizes to students of organizations of the higher and secondary professional education and other categories of pupils pro rata growth of minimum wage.

8. To the government of the Republic of Tajikistan:

- take necessary measures for implementation of this Decree;

- approve procedure for calculation of average earnings for payment of labor leaves, temporary disability benefits of dismissal wages, the benefits paid according to the procedure of compensation of the damage caused to health and in other cases connected with payment of the average salary;

- make recalculation of the sizes of pensions taking into account items 4. 5 and 6 these Decrees:

- make changes to the Regulations on pensions for special merits in front of the Republic of Tajikistan approved by the resolution of Council of Ministers of the Republic of Tajikistan of March 19, 1994 No. 115 according to Item 5 of this Decree.

- provide in the Government budget of the Republic of Tajikistan for 2005 for provision of compensations to needy families in connection with increase in prices for the electric power and natural gas of 22 million somoni and for provision of compensations to the needy families having the children studying at comprehensive schools of the republic of 10 million somoni. Provide with compensation 25 percent from the total number of pupils;

- continue accomplishment of the approved actions for reform of education system;

- develop and approve the actions plan on reforming of health care system, social protection of the population, state bodies taking into account reducing the existing number of workers of all budget industries (except comprehensive schools) at least 3 percent. To enable the realization of these reforms since January 1, 2005;

- provide in the Government budget of the Republic of Tajikistan for 2005 necessary means for implementation of this Decree.
