for the purpose of improvement of housing conditions by introduction of the initial contribution for receipt of mortgage housing loan on acquisition of the dwelling and (or) dwelling with carrying out repair within one agreement of bank loan; partial or complete debt repayment on mortgage housing loan on acquisition of the dwelling and (or) dwelling with carrying out repair within one agreement of bank loan; refinancings of mortgage housing loan - banks of the second level;

for the purpose of treatment payment - joint-stock company "Housing construction savings bank "Otbasy bank".

2. Recognize invalid the following orders of the Government of the Republic of Kazakhstan:

1) the order of the Government of the Republic of Kazakhstan of January 6, 2021 No. 1 "About determination of authorized operators on target use of lump retirement benefits from the single accumulation pension fund for the purpose of improvement of housing conditions and (or) payment of treatment and modification and amendments in some decisions of the Government of the Republic of Kazakhstan";

2) the order of the Government of the Republic of Kazakhstan of December 13, 2021 No. 875 "About entering of amendment into the order of the Government of the Republic of Kazakhstan of January 6, 2021 No. 1 "About determination of authorized operators on target use of lump retirement benefits from the single accumulation pension fund for the purpose of improvement of housing conditions and (or) payment of treatment and modification and amendments in some decisions of the Government of the Republic of Kazakhstan".

3. This resolution becomes effective after ten calendar days after day of its first official publication and extends to the legal relationship which arose since July 1, 2023.
