Approve the Procedure for functioning of the center of collection of the financial reporting which is attached.

Approved by the Resolution of the Cabinet of Ministers of Ukraine of August 11, 2023, No. 845

Procedure for functioning of the center of collection of the financial reporting

1. This Procedure is aimed at technical supply of functioning of the center of the collection of the financial reporting "Financial reporting system" (further - the center of collection of the financial reporting) formed for the purpose of ensuring access of state bodies, other bodies and users to the financial reporting provided by the companies and the consolidated financial statements constituted under International Financial Reporting Standards.

This Procedure determines the main organizational bases of functioning of the center of collection of the financial reporting, establishes functions of the state body determined by the Cabinet of Ministers of Ukraine, within operation management of the specified center, acceptance from subjects of the reporting of the financial reporting and consolidated financial statements constituted on the basis of taxonomy of the financial reporting under International Financial Reporting Standards in single electronic format (further - the financial reporting in the XBRL format), the center of collection of the financial reporting, action for ensuring development of the specified center, rules of access and exchange of information between state bodies of rather financial reporting in the XBRL format provided to the center of collection of the financial reporting.

2. Action of this Procedure extends to the subjects of the reporting specified in article 12-1 of the Law of Ukraine "About financial accounting and the financial reporting in Ukraine" taking into account the requirements determined by the Procedure for accounts presentation approved by the resolution of the Cabinet of Ministers of Ukraine of February 28, 2000 No. 419 (The Official Bulletin of Ukraine, 2000, No. 9, of the Art. 344) (further - subjects of the reporting), state bodies.

In this Procedure terms are used in the following sense:

validation check of the financial reporting in the XBRL format constituted on the basis of taxonomy of the financial reporting in the XBRL format on compliance of syntax of electronic format of the file;

the state body - public authority, including collegiate state body, other subject of the public law to which according to the legislation powers are conferred to perform on behalf of the state imperious managerial functions and which jurisdiction extends to all territory of Ukraine or to separate administrative and territorial unit;

the electronic file of the financial reporting - the financial reporting in the XBRL format on the basis of taxonomy of the financial reporting in the XBRL format;

syntax of electronic format of the file - certain combinations of symbols, their dimension, forms and formats of submission of information in the electronic file (tabular, schematic, numerical, text, etc.) which are considered as correctly structured file of taxonomy of the financial reporting in the XBRL format;

taxonomy of the financial reporting in format the XBRL electronic file determining procedure for display of data of the financial reporting with use of the principles of the expanded language of the business reporting (XBRL) based on taxonomy of the financial reporting by international standards which is promulgated in official language on the official website of the Ministry of Finance;

the center of collection of the financial reporting set hardware and technical and the software providing creation, representation, conducting check, promulgation, storage of the financial reporting in the XBRL format on the basis of taxonomy of the financial reporting in the XBRL format. Elements of the hardware and the right to use the software of the specified center belong to the state and are in operation management of the state body determined by the Cabinet of Ministers of Ukraine.

3. The main components of the center of collection of the financial reporting are:

means of promulgation of the financial reporting in the XBRL format;

tools and updates of syntax of electronic format of the file of taxonomy of the financial reporting in the XBRL format on the basis of the translation of taxonomy of the financial reporting under International Financial Reporting Standards promulgated on the official website of the Ministry of Finance for forming of the financial reporting in the XBRL format;

the interface of exchange of information between the center of collection of the financial reporting and external software applications used by subjects of the reporting for data presentation in the specified center including the financial reporting in the XBRL format (further - the web website https://frs.gov.ua);

components for ensuring integration of accounting and other information systems of subjects of the reporting, including means of validation of the financial reporting in the XBRL format;

means of administration of accounting these subjects of the reporting and other users of the center of collection of the financial reporting;

means of forming by the center of collection of the financial reporting of requests for accounts presentation in the XBRL format, the data processing provided by subjects of the reporting, verification of qualified digital signatures, data recording to storage of data and disclosure (promulgation) of the financial reporting in the XBRL format.

4. The center of collection of the financial reporting provides:

1) the organization of processes of creation and updating of taxonomy of the financial reporting in the XBRL format;

2) work of the software intended for creation by subjects of the reporting of the electronic file of the financial reporting in the XBRL format;

3) creation and maintenance of functioning of private offices of users;

4) obtaining from subjects of the reporting of the financial reporting in the XBRL format;

5) validation of the reporting of the financial reporting loaded by the subject in the XBRL format concerning compliance of syntax of electronic format of the file;

6) storage in data array of the reporting of the financial reporting provided by subjects in the XBRL format;
