O additional measures for the accelerated development of tourist capacity of the republic, and also further increase in number of local and foreign tourists

For the purpose of the most complete and effective use of tourist potential, first of all the accelerated problem resolution in transport and logistic and tourist infrastructures, and also creations of additional terms for the subjects of entrepreneurship performing activities in the field of tourism, due to comprehensive use of the available resources and opportunities of the republic:

1. Approve:

Target indicators of tourism development in the Republic of Karakalpakstan, areas and the city of Tashkent in 2023 according to appendix No. 1 *;

Target indicators of transportation of passengers on air and to the railroads during spring and summer season of 2023 according to appendices No. No. 2a and 2b *;

The address list of works on repair of the highways conducting to objects of tourism and cultural heritage in the territory of the republic in 2023 according to appendix No. 3 *;

"Road map" on comprehensive use of the available resources and opportunities, and also the operational solution of the existing problems in the field of tourism in 2023 according to appendix No. 4a *;

"Road map" of the cultural and entertaining events held in the field of tourism in 2023 according to appendix No. 4b *;

Died plans for tourism development in the Republic of Karakalpakstan, areas and the city of Tashkent, implemented in 2023, according to appendices No. No. 5a - 5o*.

2. Form the Republican working group on development of the sphere of tourism in the country (further - the Republican working group) in structure according to appendix No. 6 * and regional working groups (further - Regional working groups) in standard structure according to appendix No. 7*.

3. Approve offers of the Ministry of the higher education, science and innovations, the Ministry of Culture and tourism, the Ministry of transport, the International Islamic academy of Uzbekistan and the highest educational organizations of the republic on fixing to the highest educational organizations of the respective regions for the purpose of rendering assistance in increase in tourist capacity of regions.

4. Approve the list of the regions assigned to the highest educational organizations according to appendix No. 8 * and assign to these highest educational organizations the following tasks on increase in tourist capacity of the region:

rendering assistance in studying of tourist capacity of the region, creation of contents in different languages about the region and its history, about tourist objects and about their features, their promotion, and also in creation of tourist's packets;

expansion of opportunities of practical application of researches of professors and teachers, and also theoretical knowledge of students in the field of tourism with ensuring harmonization of theoretical knowledge and practice;

rendering assistance to improvement of quality of the tourist services provided by the population in regions and to advanced training of personnel.

5. Approve the Schedule on involvement of foreign tourists to Uzbekistan in 2023 by diplomatic representations of the Republic of Uzbekistan in foreign countries, according to appendix No. 9*.

6. Assign on:

a) The republican working group (A. Aripov, A. Abdukhakimov) of task on:

to control over the implementation of the target indicators and measures determined by this resolution and appendices to it, and also discussion of works in this direction at least once a month;

to hearing of reports of the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent, heads of the relevant ministries and departments about the work which is carried out in the field of tourism;

to timely elimination and prevention in the future the problems arising in the field of tourism, coordination of activities of the Ministry of Culture and tourism, and also other ministries and departments;

to introduction quarterly into Administration of the President of the Republic of Uzbekistan of the report on increase in tourist capacity of the country;

b) The regional working groups of task on:

to hearing once in two weeks of information of regional divisions of the Ministry of Culture and tourism about the conditions created on places in the field of tourism, about the carried-out work on involvement of local and foreign tourists;

to approval and ensuring timely and high-quality execution of measures for separate discussion of the available problems on places in the field of tourism, to increase in tourist potential with determination of responsible persons;

to preparation of offers on increase in tourist capacity of the region, increase in number of local and foreign tourists;

c) The chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent - task on achievement of the target indicators on tourism development determined in appendix No. 1 * to this resolution;

d) the Minister of Transport I. R. Makhkamov - task on achievement of target indicators of transportation of the passengers determined in appendices No. No. 2a and 2b * to this resolution;

e) the First Deputy Minister of Culture and Tourism U. A. Azamova, and also heads of the responsible ministries and departments - tasks on timely and high-quality accomplishment of the actions determined in appendices No. No. 4a and 4b * to this resolution.

7. Under the Ministry of transport together with the Ministry of Culture and tourism to provide to committee on highways work on repair of the highways conducting to objects of tourism and the cultural heritage approved according to appendix No. 3 * to this resolution within the means provided for works on construction and repair of highways in parameters of the Government budget for 2023.

8. To the Ministry of Economics and finance together with the Ministry of transport in two-month time to introduce to the Cabinet of Ministers the bill providing allocation in addition of means in the amount of 30 billion sum from the Government budget for 2023 for subsidizing of local aviamessages.

Determine that the Ministry of transport in coordination with the Ministry of Economics and finance determines mechanisms of subsidizing of flights proceeding from their load.

9. Establish procedure according to which since May 1, 2023:

till July 1, 2024 according to the procedure of means experiment in the amount of 20 percent of the value added tax specified in the invoices provided to foreign partners on the tourist's packets (covering services in placement, automobile or railway transport, excursion servicing and food), providing rendering services 5 and to more nonresidents by the subjects of entrepreneurship providing services of tour operator return to these subjects from the republican budget in the form of subsidy;
