About measures for enhancement of system of financing of expenses on production of agricultural products and its purchases

For the purpose of production with high value added in gardening industry and greenhouse facilities, uninterrupted providing agricultural products with material resources (services) of producers, and also creation of system of the guaranteed purchase of the grown-up products:

1. Approve the offer of the Ministry of Agriculture, Ministry of Economics and finance and Agency on rendering services in agricultural industry (further - the Agency of agricultural services) about allocation to Fund of development of gardening and greenhouse facility of budget advance in 2022 - in the amount of 300 billion sum, in 2023 - in the amount of 400 billion sum for the term of 12 months, including eleven-months grace period, at the rate of 10 annual interest rates, at the expense of the means provided on the state support of the sphere of fruit-and-vegetable growing.

Assign to the Ministry of Economics and finance task of ensuring allocation according to requests of the Agency of agricultural services of additional budget advances at the expense of the returned means within year. At the same time to determine that the total amount of debt on the allocated budget advances shall not exceed in 2022 - 300 billion sum, in 2023 - 400 billion sum within this resolution.

2. Determine that borrowed funds at the expense of budget advance at the rate of 14 annual interest rates are allocated:

to agricultural enterprises - for rendering agricultural services and delivery of material resources, including seeds and saplings, necessary for cultivation of fruit, grapes, vegetables, potatoes, melon cultures, flowers, greens and herbs, mulberry, cocoons, corn grains, bean and oil-bearing crops (further - crops);

to processors, keepers and exporters, including the State unitary enterprise "Agroservice Operator", - on replenishment of the current assets required for purchase of the grown-up crops.

At the same time to the subjects of entrepreneurship with positive credit history which timely returned borrowed funds, formed value added chains, borrowed funds are provided with interest rate reduction on 1 percent point, in the amount of 13 percent.

3. Assign to the State unitary enterprise "Agroservice Operator" under the Ministry of Agriculture task of rendering agricultural services and delivery of material resources, including seeds and saplings, necessary for agricultural enterprises for cultivation of crops.

4. Implement procedure according to which:

The state unitary enterprise "Agroservice Operator" renders agricultural services and delivers to agricultural enterprises material resources, including the seeds and saplings necessary for cultivation of crops, on the basis of the loan agreement for the term which is not exceeding the vegetative period of crops at the rate of 14 annual interest rates;

within this resolution delivery of material resources, including seeds and saplings, and also rendering agricultural services is performed by the State unitary enterprise "Agroservice Operator" by acquisition at the exchange biddings and (or) by means of method of selection of the best offers;

borrowed funds are allocated to producers, processors, keepers and exporters of agricultural products (except for the State unitary enterprise "Agroservice Operator") after submission of the insurance policy on risk insurance of their non-return.

5. Form the Commission on financing of expenses on production of agricultural products and coordination of works on its purchases in structure according to appendix No. 1.

Determine tasks of the Commission (Zh. A. Hodzhayev):

determination of the directions and projects for which borrowed funds, for rendering agricultural services and delivery of material resources, including seeds and saplings, necessary for cultivation of crops are allocated;

the choice of suppliers of goods (works, services) acquired by the State unitary enterprise "Agroservice Operator";

organization of system monitoring of effective and target use of borrowed funds by the State unitary enterprise "Agroservice Operator" and agricultural enterprises;

involvement of subjects of entrepreneurship to rendering agricultural services and delivery of material resources, including seeds and saplings, necessary for cultivation of crops, based on agreements of public-private partnership;

entering into the Government of offers on financing of the expenses on production of agricultural products and the problem resolution arising in procurement process of these products.

6. To the Ministry of Agriculture (Zh. A. Hodzhayev), to Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan (A. A. Haitov), and also to the Agency of gardening (H. M. Karimov) to take measures on:

a) together with the Ministry of Justice in week time - development of standard forms of agreements on allocation of borrowed funds within this resolution;

b) together with the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokimama of areas, areas (cities) in two weeks:

to delivery to places of productive varieties of seeds and saplings, fertilizers and remedies of plants, holding field fairs and the organization of placement of cultures on land by the principle "one contour - one products";

the organizations of works on the conclusion of agreements of the guaranteed purchase of agricultural products.

7. To the Ministry of Agriculture (Zh. A. Hodzhayev) together with the Ministry of Finance (T. A. Ishmetov) till December 1, 2022 proceeding from results of experience of 2022 to make the offer on further enhancement of this practice in the Cabinet of Ministers.

8. To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas together with Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan (A. A. Haitov) and the Ministry of Agriculture (Zh. A. Hodzhayev) to hold the presentations and seminars on explanation of essence and contents of this resolution in each region.

9. To the agency of information and mass communications (A. A. Hodzhayev), to National news agency of Uzbekistan (A. K. Kuchimov) and National broadcasting company of Uzbekistan (A. Zh. Hadzhayev) together with the Ministry of Agriculture (Hodzhayev Zh. A.) and Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan (A. A. Haitov) to organize demonstration on permanent basis of cycle of telecasts on explanation in mass media of essence and contents of this resolution.

10. To Audit Chamber (B. T. Turabov) together with Inspection of the state financial control under the Ministry of Finance to establish constant control behind timely allocation and target use of the means provided by this resolution.

11. Make changes and addition to the resolution of the President of the Republic of Uzbekistan of December 15, 2021 No. PP-52 "About measures for the state support of the sphere of fruit-and-vegetable growing, further development of system of cluster and cooperation in industry" according to appendix No. 2.
