About measures for attraction of the population to workmanship and creating favorable conditions for development of mechanical activities

1. Approve the List of the directions of mechanical activities according to appendix No. 1.

Determine priority task of Hunarmand Association program implementation of development of each direction of mechanical activities in regions on the basis of separate approaches, especially preserving and bringing to future generations of endangered species of crafts.

2. Determine that from June 1, 2023 to January 1, 2025 for the handicraftsmen included in "The national catalog of masters of national applied art" (further - the National catalog) and "The register of the handicraftsmen conducting activities in the field of tourism" (further - the Register):

the rate of the receipts tax on proceeds from sales of mechanical products (works, services) for calendar year in the amount of more than 100 million sum, but not exceeding 1 billion sum, decreases by 50 percent;

national registration of trademarks is performed free of charge.

3. Allocate at least 70 percent of the funds allocated for development of nadomnichestvo and workmanship in 2023 within development programs of family entrepreneurship for financing of projects on workmanship development.

5. Extend procedure for allocation of subsidies for adaptation of workplaces of persons with disability working in house conditions on the basis of nadomnichestvo for each adapted workplace also for persons with disability who are engaged in workmanship.

6. Approve the List of the subsidies allocated for support of mechanical activities at the expense of Fund of support of workmanship and nadomnichestvo according to appendix No. 2.

7. Permit the state customers by results of selection of the best offers among handicraftsmen to acquire the mechanical products made by them, having provided openness and transparency of process of purchases.

8. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 27.12.2024 No. UP-228

9. Enter since July 1, 2023 procedure for providing into lease of the real estate objects of material cultural heritage which are state-owned property for implementation of mechanical activities, including realization of mechanical products only to the handicraftsmen included in the National catalog and the Register by means of electronic online auction.

10. Establish procedure according to which:

the list of the real estate objects of material cultural heritage (further - objects of cultural heritage) which are state-owned property, provided in lease for implementation of mechanical activities is created by the Agency of cultural heritage;

the objects of cultural heritage included in the list are exposed on electronic online biddings by the Center for effective use of objects of state-owned property under Agency on management of the state assets;

by providing in lease of objects of cultural heritage to handicraftsmen the starting price of exposure to auction is established in the amount of 50 percent from effective rate;
