About measures for further development of security service of mental health of the population

For the purpose of development of security service of mental health of the population, early identification and diagnostics of mental disturbances, improvement of quality of treatment of persons suffering from mental disturbances, implementations of system of effective management, development of science, increase in personnel potential in the sphere, strengthenings of material and technical resources of mental health facilities and also the organization of timely rendering mental health services to the population:

1. Approve the offers of the Ministry of Health on radical enhancement of security service of mental health of the population providing:

implementation of single vertical management system of rendering the specialized mental health and narcological services;

integration of security service of mental health into medical institutions of primary link;

complete providing with medicines persons suffering from mental disturbances according to requirement;

strengthening of mental health of the population, especially children and teenagers;

enhancement of system of training, worthy stimulation and creation of additional terms for effective work of specialists;

further strengthening of material and technical resources of mental health facilities.

2. Agree with the offer of the Ministry of Health on transformation since July 1, 2023 of the Republican specialized scientific and practical medical center of narcology in the Republican specialized scientific and practical medical center of mental health (further - the Center) with preserving the operating procedure for financing.

Determine that:

a) Center:

adjusts rendering the specialized mental health, psychological and narcological services, creates high-technology material resources and school of sciences in this directions;

exercises coordination and control of work in the direction of ensuring mental health at all levels of health care;

b) lunatic and narcological asylums and dispensaries in regions are territorial organizational and methodical departments of the Center;

The center, its territorial departments in the Republic of Karakalpakstan, areas and the city of Tashkent perform activities as the main clinical base for the relevant departments of medical highest, professional and average special educational institutions.

3. Since August 1, 2023 to enter states:

4. Implement in practice until the end of 2023 the Action program of the World Health Organization on assistance in mental disturbances in medical institutions of primary link providing:

taking measures to early identification and treatment of mental disturbances already in primary link of medicine;

development of skills and increase in knowledge of doctors and other health workers of medical institutions of primary link in clinical assessment, treatment and observation of persons suffering from mental disturbances.

5. To the ministry of preschool and school education together with the Ministry of Health to organize in organizations of general secondary education within the available disciplines of the school program and after-hour processes special social and emotional training (Social Emotional Learning, SEL) on forming at pupils of skills of self-checking and overcoming difficult life situations, to the prevention of depressive, disturbing conditions and suicides.

6. Establish procedure according to which:

since September 1, 2023 the expenses connected with training of health workers at retraining rates in the "psychiatry", "forensic psychiatry", "medical psychology" and "narcology" directions are performed by fund of support and attraction in medical institutions of gifted and qualified medical specialists;

from 2023/2024 academic years acceptance in clinical internship and magistracy on specialties "Psychiatry", "Medical Psychology" and "Narcology" is performed only on the basis of the state grant within general parameters of acceptance, and also indicators of acceptance are created on the basis of studying of actual demand in these specialties.
