About additional measures for employment of the population by development of cotton and textile and zernovodchesky clusters, and also nadomnichestvo in the Bukhara region in 2023 - 2025

For the purpose of transformation of the Bukhara region to the center of production and export of textile and mechanical products by support of entrepreneurship, merging of small business entities and home-workers around the production enterprises formed by clusters, further development of cooperation in the field of workmanship in the Bukhara region, and also providing the population of the region with workplaces, revenue-producing:

1. Determine the main directions of transformation of the Bukhara region to "the region which population is completely employed", in 2023 - 2025:

creation of the centers of nadomnichestvo and their consolidation in one chain with cotton and textile and zernovodchesky clusters;

employment of the population by improvement of business environment and support of entrepreneurship in makhallyakh;

production expansion, workmanship development, and also spheres of trade and rendering services by creation of infrastructure conditions;

creation of new workplaces, and also increase in production of agricultural products by effective use of land and water resources;

development of roadside infrastructure, and also rendering tourist, educational and medical services along the international highway passing through the area territory.

2. Take into consideration that Kengash's decision of People's Deputies of the Bukhara region of February 14, 2023 approves summary target indicators of employment on permanent, temporary and seasonal works of 250 thousand citizens by areas and the cities of the Bukhara region in 2023.

To the deputy prime minister D. A. Kuchkarov together with the minister of employment and reducing poverty B. A. Musayev and hokimy the Bukhara B. K region. Zaripov to establish permanent monitoring of creation of new workplaces and employment of the population, to monthly carry out discussion of the carried-out work and to take measures for operational permission of the revealed problems.

3. Approve:

a) The schedule of employment of the population of the Bukhara region by industries and spheres in 2023 according to appendix No. 1 *;

b) for the purpose of employment of the population of the Bukhara region:

Forecast indicators of creation of the new workplaces for the project account realized in the direction of the industry, cotton and textile and zernovodchesky clusters in 2023 - 2025 according to appendix No. 2 *;

Forecast indicators of creation of the new workplaces for the project account realized in the direction of agricultural industry, cotton and textile and zernovodchesky clusters in 2023 according to appendix No. 2a *;

c) The address list of creation of mini-workshops on production of sewing and knitted products in makhallyakh the Bukhara region with the high level of unemployment according to appendix No. 3*.

4. For the purpose of employment of the population by improvement of business environment and support of entrepreneurship in makhallyakh the Bukhara region to approve the Address list of the microcenters created in makhallyakh in 2023-2024 in the directions of the industry, workmanship, nadomnichestvo, livestock production, trade and rendering services according to appendix No. 4*.

Assign to hokim of the Bukhara B. K region. Zaripov, the minister of employment and reducing poverty B. A. Musayev and the Minister of Agriculture A. B. Voitov responsibility for ensuring timely commissioning of the microcenters determined by this Item.

5. Approve the offer of the Cabinet of Ministers and khokimiyat of the Bukhara region on transfer in total of 238,5 of hectare of lands of agricultural purpose, from them 193,4 of hectare of irrigated lands, in category of lands of the industry, transport, communication, defense and other assignment according to appendix No. 5 * for the purpose of creation of small industrial zones, complexes of trade and consumer services and other industrial facilities, including development of spheres of roadside servicing and service in districts of the Bukhara region.

To provide to the agency according to the inventory together with the Ministry of Agriculture based on this Item entering of corresponding changes into the National status report of land resources.

6. For the purpose of the prevention of reducing lands of agricultural purpose to approve Indicators of the sowing lands which are repeatedly introduced into circulation and the List of the parcels of land which are repeatedly introduced into circulation in 2023 in districts of the Bukhara region according to appendices No. No. 6 and 6a*.

To provide to khokimiyat of the Bukhara region together with the Ministry of water economy, the Ministry of Agriculture and Agency on rendering services in agricultural industry introduction into circulation of land on the basis of actions for construction and reconstruction of objects of irrigation and melioration on the area of 15 000 hectares in 2023 according to appendix No. 6 * to this resolution.

7. Approve the List of the state assets in the Bukhara region exposed on the public biddings, remaining unrealized during more three-months term to which the mechanism of step-by-step reduction of prices at the rate to 50 percent of original cost, according to appendix No. 7* is used.

8. To provide to the agency of information and mass communications together with National broadcasting company of Uzbekistan, National news agency of Uzbekistan and khokimiyat of the Bukhara region extended coverage of essence and content, and also the purposes and tasks of this resolution in mass media.

9. Make changes to some resolutions of the President of the Republic of Uzbekistan according to appendix No. 8*.

10. To khokimiyat of the Bukhara region together with the interested ministries and departments in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

11. Assign to hokim of the Bukhara B. K region. Zaripova the personal responsibility for the effective organization of execution of this resolution.
