About measures of financial and institutional support of development of small business

For the purpose of ensuring execution of the priority tasks determined within open dialogue of the President of the Republic of Uzbekistan with entrepreneurs spent on August 18 the current year, and also creation of "continuous chain of services" in support of small business:

1. Approve the offer of the Ministry of Economics and finance, National Business Development Bank Joint stock bank (further - National Business Development Bank) about implementation since October 1, 2023 of the Comprehensive program of continuous support of small business (further - the Program).

Determine National Business Development Bank the main basic bank by effective implementation and continuous improvement of the Program.

Approve organizational and institutional structure of the Comprehensive program of continuous support of small business and the main objectives of the responsible organizations according to appendix No. 1.

Direct to program implementation in 2023 - 2026 6 trillion sum of public funds and means of the international financial institutions in the amount of 1, 2 billion US dollars.

2. Determine that have the participation right in the Program by the direction of the online statement in "Center of Assistance to Small Business" limited liability companies (further - the centers):

the individual entrepreneurs performing activities within at least one year, Dehkan farms, self-employed persons, handicraftsmen, home-workers, the non-state educational organizations and the small business entities providing with permanent job of three and more people;

the legal entities and physical persons which successfully implemented the business projects within programs of family entrepreneurship having positive credit history.

At the same time the procedure of selection of the small business entities which are taking part in the Program on the basis of the principles of transparency is performed according to the scheme according to appendix No. 2.

3. Establish procedure according to which:

the initiators selected by the centers are trained in the direction of forming of business skills on short-term and medium-term practical training courses;

the initiators who successfully ended practical training courses and received the certificate use support mechanisms within the Program.

4. Establish the following measures of financial and advisory support of the small business entities which are taking part in the Program since October 1, 2023:

a) in the direction of financial support:

allocation of the credits in the amount up to 1,5 of one billion sum for adjustment or expansion of business activity for a period of up to 7 years, including grace period up to two years, on revolving basis - for current assets for a period of up to 3 years with the annual rate exceeding the main rate of the Central bank on 4 percent points and (or) provision of leasing for purchase of fixed assets. At the same time the possibility of allocation of the credits at the rate to 100 million sum without pledge, the credits at the rate to 150 million sum - with lowering of the mortgage requirement to 50 percent is provided;

transfer on credit fixed assets cost to 1, one billion sum with payment term by installments for a period of up to 7 years;

introduction of share in form of the empty objects of state-owned property and land, the equipment, buildings and constructions, other types of tangible assets at the rate to 20 percent, but no more than 1 billion sum in the new, and also existing projects on expansion of production of the small business entities performing activities for more than 24 months which size of current assets for the last 12 months constituted from 1 billion sum to 10 billion sum which provided with permanent job at least 10 people;

allocation within the state scientific programs to 2 billion sum of grant funds for projects of commercialization of innovative developments, and also high-technology startup projects;

b) in the direction of advisory support - provision of information and consultations:

concerning receipt of licenses, permissions and certificates, to customs and tax administration, registration of export-import transactions and contracts;

about participation in public procurements, acquisition or obtaining in lease, and also designing of the parcels of land, buildings and constructions;

about the operating privileges and preferences, other given privileges and opportunities for support of entrepreneurship.

Approve instruments of financial and advisory support of participants of the Program and condition of their use according to appendix No. 3.

Grant to the centers sales right to initiators of projects or other potential investors of the share contributed by them in projects of small business on market value within 7 years.

Determine the Ministry of Economics and finance responsible for uninterrupted providing the Program with necessary financial resources. At the same time for the purpose of providing the Program with stable financial resources funds of the international financial markets and international financial institutions in necessary amounts and terms are raised.

5. In three-months time to provide to National Business Development Bank start of the Business portal for the automated organization and coordination of business processes due to technical assistance of the international financial institutions and other sources.

To the ministry of digital technologies together with the Ministry of Economics and finance:

till January 1, 2024 to provide integration into the Business portal of information systems and databases of the ministries and departments in the direction of entrepreneurship according to appendix No. 4 to this resolution;

till May 1, 2024 to submit for approval in the Cabinet of Ministers the plan of practical measures providing consolidation in the Business portal of the operating information systems and databases in the direction of development of entrepreneurship.

6. To the Ministry of Economics and finance together with the Ministry of Agriculture, JSC Hulk banki and JSB Mikrocreditbank to introduce to the Cabinet of Ministers drafts of regulatory legal acts in the following directions in a month:

realization at least on one project based on the "aggregator" and "cooperation" systems, providing creation of chain from cultivation of products on land allocated under agriculture with the lease right in each area specialized on fruit-and-vegetable growing before its realization;

creations together with experienced home-workers of "schools of home-workers" on rendering the complex help to home-workers and their attraction to participation in the authorized capital of data of schools.

At the same time to establish use of the mechanisms and tools provided by the Program in case of projects implementation in the specified directions.
