1. Conduct from September 1, 2023 to August 30, 2024 in the territory of the Russian Federation experiment on use of the opportunities of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification for the purpose of ensuring maintenance of goods with the documents confirming their compliance to requirements of technical regulations (further respectively - information system of monitoring, experiment).

2. Approve enclosed:

Regulations on carrying out in the territory of the Russian Federation experiment on use of the opportunities of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification for the purpose of ensuring maintenance of goods with the documents confirming their compliance to requirements of technical regulations;

the list of separate groups of the goods involved in experiment on use of the opportunities of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification for the purpose of ensuring maintenance of goods with the documents confirming their compliance to requirements of technical regulations.

3. Determine that the federal executive bodies authorized on ensuring carrying out experiment are the Ministry of Industry and Trade of the Russian Federation, the Ministry of Economic Development of the Russian Federation, the Ministry of digital development, communication and mass communications of the Russian Federation, the Ministry of Agriculture of the Russian Federation, Federal Accreditation Service, Federal Service for the Oversight of Consumer Protection and Welfare, the Federal Customs Service and Federal Agency for Technical Regulation and Metrology (further - authorized bodies).

coordination of carrying out experiment;

till July 31, 2024 together with authorized bodies evaluating results of experiment and submission of the corresponding report to the Government of the Russian Federation.

6. To provide to Federal Accreditation Service and Federal Service for the Oversight of Consumer Protection and Welfare:

technical capability for approbation of mechanisms of check of correctness of reference of details of certificates of conformity, declarations of conformity and certificates on state registration to specific copy of goods and reconciliation of amounts of products introduced into circulation, with amount of batch, specified in certificates of conformity or declarations of conformity;

interaction of the information systems with information system of monitoring.

7. Realization by authorized bodies of the actions provided by this resolution is performed within the number of employees of the relevant authorized bodies and budgetary appropriations provided by it in the federal budget on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

1. 2. The purposes of experiment are:

3. Participants of experiment are:

a) the federal executive bodies authorized on ensuring carrying out experiment;

b) participants of turnover of separate groups of the goods involved in experiment;

c) operator of information system of monitoring.

4. Participants of turnover of separate groups of goods participate in experiment on voluntary basis. For participation in experiment they submit applications according to methodical recommendations, stipulated in Item the 5th this provision.

5. For carrying out experiment by the Ministry of Industry and Trade of the Russian Federation together with the Ministry of Economic Development of the Russian Federation and in coordination with the federal executive bodies authorized on ensuring carrying out experiment methodical recommendations, including about the following questions affirm:

a) application for participation in experiment;

b) interaction of information system of monitoring with information systems of participants of experiment, and also procedure for information exchange of participants of experiment;

c) mechanisms of binding and check of correctness of the allowing documentation in case of input in turnover of products which is subject to obligatory marking by means of identification;

d) functions of participants of experiment and procedure for their interaction.
