1. Approve the enclosed Rules of issue, financing and distribution between regions of the Republic of Kazakhstan of one-time vouchers for recognition of professional qualifications according to appendix to this order.

2. To provide to development department of national system of qualifications and forecasting of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) official publication and placement of this order on official Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of issue, financing and distribution between regions of the Republic of Kazakhstan of one-time vouchers for recognition of professional qualifications

Chapter 1. General provisions

1. These rules of issue, financing and distribution between regions of the Republic of Kazakhstan of one-time vouchers for recognition of professional qualifications (further - Rules) are developed according to item 4 of article 29 of the Law of the Republic of Kazakhstan "About professional qualifications" (further - the Law) and determine procedure for issue, financing and distribution between regions of the Republic of Kazakhstan of one-time vouchers for recognition of professional qualifications.

2. The main terms and determinations used in these rules:

1) unified information system of the social and labor sphere (further - AIS "Labor market") – the object of informatization intended for automation of activities of authorized body, local executive bodies concerning social protection and employment of the population, the centers of labor mobility, career centers, the Center of development of manpower and interdepartmental interaction for the purpose of provision of the state services to the population in the social and labor sphere;

2) the center of labor mobility – the legal entity created by local executive body of area, city of republican value and the capital for the purpose of development and implementation of measures of assistance of employment;

3) the register of professions – the code of information on professions systematized electronically by which recognition of professional qualifications is performed;

4) professional qualification – the extent of professional training characterizing ownership of the competences required for accomplishment of labor functions by profession;

5) recognition of professional qualification – assessment procedure and decision makings about the candidate's compliance to requirements of professional standards, and in case of their absence - to qualification requirements;

6) the center of recognition of professional qualifications (further - the center of recognition) – the legal entity accredited according to the procedure, established by the legislation of the Republic of Kazakhstan, the performing recognition of professional qualifications;

7) the one-time voucher for recognition of professional qualification (further - the one-time voucher) – the electronic document issued to registered unemployed persons to persons and certifying their right to passing of the procedure of recognition of the professional qualification by profession included in the register of professions on free basis;

8) authorized body in the field of recognition of professional qualifications (further - authorized body) – the central executive body performing management, and also cross-industry coordination on recognition of professional qualifications in limits, stipulated by the legislation the Republic of Kazakhstan;

9) the document on recognition of professional qualification – the document certifying compliance of professional qualification of the candidate to requirements imposed to accomplishment of labor functions by certain profession;

10) career center – the branch of the center of labor mobility performing accomplishment of its functions in areas, the cities of regional and republican value, the capital;

11) National system of qualifications (further - NSK) – complex of legal and institutional instruments and mechanisms of regulation and coordination of demand for qualifications from the labor market and the offer of qualifications from education system, including informalny;

12) the applicant - person registered as the unemployed.

Chapter 2. Procedure for issue of one-time vouchers

3. The career center gives consulting help to the applicant wishing to undergo the procedure of recognition of professional qualification in choice of profession according to the Register of professions and the center of recognition according to which data are placed on digital platform of National system of qualifications.

For receipt of the one-time voucher the applicant till October 15 of the current year in private office on the NSK digital platform submits signed the digital signature (further - the EDS) the statement on receipt of the one-time voucher in form according to appendix 1 to these rules and attaches to the statement electronic copies of education documents and confirming labor activity according to subitems 1), 2) and 3) Article 35 of the Labor code of the Republic of Kazakhstan.

The NSK digital platform from the moment of receipt of the statement in the automatic mode performs verification of the statement of the applicant on:

availability at the applicant of registration as the unemployed;
