About implementation of the pilot project on production, purchase and delivery of ammunition

The Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of questions of strategic industries, the Ministry of Defence and the Ministry of digital transformation concerning realization within two years from the date of entry into force of this resolution of the pilot project on production, purchase and delivery of ammunition (further - the pilot project).

2. Approve the Procedure for implementation of the pilot project on production, purchase and delivery of ammunition.

3. Bring the enclosed changes in resolutions of the Cabinet of Ministers of Ukraine.

4. To the ministry of questions of strategic industries not later than in two months after completion of implementation of the pilot project to submit to the Cabinet of Ministers of Ukraine the report on results of implementation of the pilot project, and also the offer on entering of corresponding changes into legal and other regulatory legal acts by results of its realization.

5. Provide to the Ministry of Defence implementation of the pilot project according to the Procedure approved by this resolution, in particular regarding the admission to operation and acceptances on arms of ammunition which successfully passed preliminary/demonstration tests of prototypes according to the specified Procedure.

Procedure for implementation of the pilot project on production, purchase and delivery of ammunition

1. This Procedure determines the mechanism of implementation of the pilot project by development, production, purchase and delivery of ammunition (further - the pilot project) for security forces and defense of Ukraine regarding establishment of organizational, production and other requirements to implementation of economic activity in the respective sphere.

2. The purpose of the pilot project is assistance to development, production, purchase and delivery of ammunition to pilotless systems and military units of pilotless systems by establishment for implementation of the pilot project of special procedure for development and production of ammunition.

3. Coordinators of the pilot project are Minstrategprom and Mintsifra.

4. Participants of the pilot project are:

1) the Ministry of Defence, the Ministry of Internal Affairs, Ministry of Economics, Ministry of Justice, Goseksportkontrol, Gostruda, the Administration of Gosspetssvyaz (authorized by it services of the state customer);

2) the subjects of managing performing development and/or production, delivery of ammunition.

5. The terms used in this Procedure have the following value:

ammunition - the technical devices of single application (also components and elements) intended only for defeat of manpower of the opponent, destruction of its arms, the military and special equipment, destruction of strengthenings, constructions and other objects, accomplishment of other tasks (lighting of the area, smoke, scattering of propaganda literature, etc.) has also no other purpose (in particular hunting are not intended for sport). the producer of ammunition (further - the producer) - the subject of managing (legal entity) performing or intending to perform development, production, delivery of the ammunition, explosives, means of their initiation, products and devices containing explosives and components of solid rocket fuel and military units for the purpose of transfer, sale or import for security forces and defense of Ukraine who according to this Procedure is included in the electronic register of participants of selection and contractors of public contracts (agreements) (further - the register);

the declaration on the beginning of production of ammunition (further - the declaration) - the document which is filed by the subject of managing (legal entity) for entering of information about such subject of managing into the register;

demonstration testing testing of sample of ammunition which are carried out according to the program and technique developed by the producer, for the purpose of check of compliance of such sample to requirements of the tactical specification and/or to the declared tactical technical characteristics;

the pilot sample sample of ammunition and military unit which is developed by the producer and passed the preliminary tests on polygon organized according to requirements of this Procedure for the program of such testing approved by the producer for further transfer to under control operation to divisions of security forces and defense of Ukraine.

The right to implementation of activities for production, purchases and deliveries of ammunition, and also on purchase and production of explosives, materials and/or other components for their production according to this Procedure is provided to subjects of managing which answer one of the following requirements:

within the last twelve months were contractors of the state order on purchase, production and delivery of ammunition, explosives and/or other components for their production in the defense sphere;
