About submission of the data containing in identity documents of the citizen of the Russian Federation with use of information technologies

For the purpose of enhancement of procedure for production of documents, proving the identity of the citizen of the Russian Federation, and other documents with use of information technologies I decide:

1. Determine that submission by citizens of the Russian Federation of the data containing in identity documents of the citizen of the Russian Federation, or other documents issued to citizens of the Russian Federation by state bodies of the Russian Federation (further - data), electronically with use of mobile application of the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - mobile application) is equated in the cases determined by the Government of the Russian Federation in coordination with Federal Security Service of the Russian Federation, to presentation of the specified documents.

2. Submission of data with use of mobile application is performed voluntarily.

3. The ministry of digital development, communication and mass communications of the Russian Federation based on information provided by legal entities in this Ministry in the procedure established by the Government of the Russian Federation keeps the register containing data on legal entities and types of their activities for which implementation the data provided with use of mobile application are used.

4. Legal entities have the right to perform obtaining and (or) verification of the data provided with use of mobile application from the moment of entering of the relevant data into the register, the stipulated in Item 3 presents of the Decree.

6. Representation, obtaining, check and processing of data with use of mobile application are performed taking into account realization by Federal Security Service of the Russian Federation, Russian Foreign Intelligence Service, Federal Guard Service of the Russian Federation, Ministry of Internal Affairs of the Russian Federation and the Ministry of Defence of the Russian Federation of powers on providing measures of protection of personnel structure, and also persons which are subject to the state protection, the state protection and members of their families.

7. To the government of the Russian Federation in 3-month time:

a) in coordination with Federal Security Service of the Russian Federation:

determine the list of the documents containing data which can be provided with use of mobile application;

approve procedure for application of mobile application, the scope of information which can be provided with use of mobile application, and procedure for their processing;

b) determine procedure for maintaining the register, the stipulated in Item 3 presents of the Decree, including procedure for entering of data into this register and their structure;

c) determine stages and terms of accomplishment of the actions directed to implementation of this Decree;

d) bring the acts into accord with this Decree.

8. Financing of the expenses connected with implementation of this Decree is performed within the budgetary appropriations provided in the federal budget to the Ministry of digital development, communication and mass communications of the Russian Federation.

9. This Decree becomes effective from the date of its official publication.
