About implementation of system of preparation, retraining and advanced training of personnel of law-enforcement bodies (police) of the foreign states in Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan

According to the resolution of the President of the Republic of Uzbekistan of January 20, 2023 No. PP-10 "About additional measures for transformation of law-enforcement bodies to national professional structure and orientation of their work on closer interaction with the population", and also for the purpose of further strengthening international cooperation in ensuring public safety and fight against crime by implementation of system of preparation, retraining and advanced training of personnel of law-enforcement bodies (police) of the foreign states in Academy of the Ministry of Internal Affairs:

1. Take into consideration that in the memoranda of understanding signed between the Ministry of Internal Affairs of the Republic of Uzbekistan (further - the Ministry of Internal Affairs) and law-enforcement bodies (police) of 24 states, implementation of cooperation is determined by preparation and personnel training.

2. Approve offers of the Ministry of Internal Affairs about:

implementation, since 2024/2025 academic years, system of preparation, retraining and advanced training (further - training) personnel of law-enforcement bodies (police) of the foreign states in Academy of the Ministry of Internal Affairs (further - Academy);

creation in Academy of Faculty on work with foreign personnel (further - Foreign faculty) within its total extreme number of staff.

3. Determine the main objectives of Foreign faculty:

carrying out in accordance with the established procedure actions for acceptance, training and release of personnel of law-enforcement bodies (police) of the foreign states, rendering comprehensive assistance to the scientific and teaching and educational divisions of Academy involved in this process;

implementation of close interaction with the lead educational institutions of the republic of other spheres for the purpose of enhancement of forms and technologies of personnel training of law-enforcement bodies (police) of the foreign states;

coordination of high-quality implementation of actions of cross-cultural exchange between personnel of law-enforcement bodies (police) of the foreign states and cadets (listeners) of Academy, and also cultural and spiritual and educational work among them;

efficiency evaluation of training process of personnel of law-enforcement bodies (police) of the foreign states, application of new forms of cross-cultural exchange and maintaining analysis of training;

the solution of questions of lease of housing for temporary residence of personnel of law-enforcement bodies (police) of the foreign states and the organization of actions of cultural leisure for them.

4. Approve Regulations on procedure for preparation, retraining and advanced training of personnel of law-enforcement bodies (police) of the foreign states in Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan according to appendix No. 1.

5. Establish procedure according to which:

personnel training of law-enforcement bodies (police) of the foreign states in Academy will be organized by the Ministry of Internal Affairs based on the official appeal of the foreign states in coordination with the office of the Security Council in case of the President of the Republic of Uzbekistan;

personnel training of law-enforcement bodies (police) of the foreign states is performed according to concluded in accordance with the established procedure two - and multi-lateral international treaties on non-paid, preferential and paid basis;

personnel training of law-enforcement bodies (police) of the foreign states according to the program of bachelor degree of the higher education is performed within the quotas allocated to Academy, and according to programs of magistracy and postgraduate education - out of the quotas allocated to Academy;

personnel training of law-enforcement bodies (police) of the foreign states is provided according to the procedure, established for cadets, listeners and doctoral candidates of Academy.

6. To the Ministry of Internal Affairs (P. Bobozhonov):

it is regular to inform the relevant foreign states on procedure and terms of personnel training of law-enforcement bodies (police) of the foreign states in Academy;

till the end of 2023 to take necessary measures for creation under Academy of educational and methodical council as a part of highly qualified specialists of the leading foreign highest educational organizations, having determined as the main directions it activities implementation of the best foreign practices and innovative pedagogical technologies in educational process of Academy;

to annually take measures for the direction at least 10 professors-teachers and scientific and pedagogical employees of Academy in the lead educational institutions of the foreign states for passing of scientific and pedagogical training and advanced training;

till September 1, 2024 to take measures for strengthening and upgrade educational and material and technical resources of Academy for the purpose of creation of necessary conditions for personnel training of law-enforcement bodies (police) of the foreign states and the organization of effective educational process;

till March 1, 2024 together with the Ministry of the higher education, science and innovations (I. Abdurakhmonov) to develop with involvement of highly qualified specialists training programs of Academy on training in Uzbek of personnel of law-enforcement bodies (police) of the foreign states;

together with the Ministry of Foreign Affairs (B. Saidov) to provide in accordance with the established procedure issue and prolongation of visas to personnel of law-enforcement bodies (police) of the foreign states, and also their registration in the place of temporary stay and prolongation of its term.

7. To the ministry of preschool and school education (H. Umarov) of requests of the Ministry of Internal Affairs to take measures for the device of children of personnel of law-enforcement bodies (police) of the foreign states in the public general average educational institutions in the place of their accommodation (temporary registration).

8. Determine that:

actions for implementation of this resolution, including training of law-enforcement bodies (police) of the foreign states, are financed within the means which are annually allocated from the Government budget to the Ministry of Internal Affairs, extrabudgetary funds of the Ministry of Internal Affairs, and also other sources which are not prohibited by acts of the legislation;

the means which arrived on the off-budget settlement account of Academy for personnel training of law-enforcement bodies (police) of the foreign states are aimed at the development and strengthening its educational and material and technical resources, implementation of works on construction, repair and reconstruction of buildings and constructions.

9. Make changes and additions to some resolutions of the President of the Republic of Uzbekistan according to appendix No. 2.
