About measures for high-quality and timely strategy implementation "Uzbekistan – 2030" in 2023

2. Within the direction of Strategy "Uzbekistan - 2030" on creation of worthy conditions for realization of potential of each person:

a) since January 1, 2024:

implement allocation to pupils of the state preschool educational organizations of the milk enriched with protein, vitamins and minerals and also the grain products saturated with iodine;

provide according to the procedure of experiment with educational tablets of all pupils of initial classes in Koshkupyrsky and Hankinsky districts of the Khorezm region;

implement practice of provision of compensation for the account of the Government budget on covering of part of interest rate for the bank loans at the rate to 20 billion sum allocated in national currency for the organization of the activities of the non-state general average educational organizations which are exceeding the main rate of the Central bank, but not exceeding it 1, the 5-fold size;

b) since 2023/2024 academic years to implement rates on training in the professions demanded in the corresponding territory for the studying 10th classes of the general average educational institutions wishing to seize professions.

c) since 2023/2024 academic years to determine Presidential and specialized schools as "basic schools" for general average educational institutions.

3. Determine that since January 1, 2024 take root:

treatment of the patients having viral hepatitis "C" and the children having oncological diseases, needing transaction on transplantation of gematopoetichesky stem cells of marrow, completely at the expense of means of the Government budget.

4. Establish procedure according to which:

a) since October 1, 2023 the procedure for conducting "case on social services" separately on each family which got into difficult life situation or with high risk takes root to appear in such situation. At the same time rendering social services, such as improvement of conditions in these families, their providing medical, by medicines, the device of children is provided in the preschool and school educational organizations, provision of financial support by it;

b) since January 1, 2024:

in medical institutions of the city of Tashkent the mechanisms of national health insurance providing implementation of the free medical services and the list of medicines in groups of diseases guaranteed by the state of amount step by step take root;

work on providing persons with disability prosthetic and orthopedic, rehabilitation and medicines will be organized step by step on the basis of "voucher" system. At the same time the opportunity of acquisition by persons with disability of goods and services at the suppliers chosen by them on whom expenses are covered at the expense of the Government budget is given.

6. Approve within the direction of Strategy "Uzbekistan - 2030" creation of worthy conditions for realization of potential of each person:

The plan of practical actions for 2023 according to appendix No. 1 *;

Target indicators for 2023-2024 according to appendix No. 1a *;

The list of drafts of the regulatory legal acts developed in 2023 according to appendix No. 1b*.

7. Within the direction of Strategy "Uzbekistan - 2030" on ensuring welfare of the population by sustained economic growth:

a) ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 26.09.2025 No. UP-176

b) implement since January 1, 2024:

procedure for provision of subsidy to producers of agricultural products in the amount of 50 percent of insurance premium in case of crop insurance;

payment procedure of 1 percent of the amount added on the property tax and the land tax for the centers of researches and development (R&D), and also calculations to their workers of rate of the social tax in the amount of 1 percent - for the term of 3 years since day of creation of these centers;

procedure for financing at least 5 percent of cost of the investment projects which are annually realized by the organizations with the state share more than 50 percent by bond issue.

8. Expand since January 1, 2024 system of return to physical persons and legal entities of the value added tax in complete size for the account:

foreign tourists - for the products acquired in the territory of the Republic of Uzbekistan and which are drawn up on the Tax free system at the international airports of the Republic of Uzbekistan;

tour operators - for export services within contracts with foreign partners.

9. Approve the offers of the Ministry of Economics and finance providing:

formation of Fund for project development of public-private partnership in Uzbekistan and determination as its main objective of high-quality development of the project documentation of public-private partnership in power, municipal services, transport, ecology, health care, education and other priority spheres;

practical application of monitoring system, management and regulation of the direct and contingent obligations of the state following from projects of public-private partnership;

forming of the draft of the Government budget and implementation in reports on its execution of mechanisms of display (marking) of compliance of budgeted expenses to National sustainable development goals and their influences on climate change.
