About safe use of atomic energy in the peace purposes

The preamble voided
This law governs the relations connected with state regulation in the field of use of atomic energy, safety of nuclear installations, sources of ionizing radiation, protection against ionizing radiation, management of radioactive waste, physical protection of subjects to use of atomic energy, nuclear damage, its compensation and use of atomic energy for the purpose of protection of interests of staff, the population, the environment and safety of the Republic of Armenia.
The government and state bodies in the course of normative legal regulation in the field of use of atomic energy performed according to this Law:
a) in case of development and adoption of legal acts in the field of use of atomic energy provide their compliance to requirements of international treaties of the Republic of Armenia;
b) recognizes and applies standards of safety of International Atomic Energy Agency for the purpose of reduction of level of safety in compliance with international standards in the field of use of atomic energy;
c) in the procedure established by the law or international treaties can apply the certificates, certificates issued by the regulating and competent authorities of foreign states in the field of use of atomic energy.
In this Law the following basic concepts are used:
personnel – any person, temporarily or constantly working at subject to use of atomic energy;
safety (nuclear and radiation) - property of subject to use of atomic energy, restriction in admissible limits of radiative effects on personnel, the population and the environment in case of normal operation of object and variations from normal operation (including accidents);
culture of safety - the unity of characteristics and criteria of activities of the companies, organizations, organizations and behavior of individuals providing priority of safety issues in relation to other questions;
subject to use of atomic energy - object, held for use atomic energy and ionizing radiation, production and storage of nuclear and radioactive materials, other sources of ionizing radiation, the treatment of radioactive waste and spent nuclear fuel;
important object from the point of view of safety of use of atomic energy: subjects to use of atomic energy, burial grounds (burials) of radioactive waste, Items of storage of radioactive waste in which total activity of stored materials exceeds 100 000 terabekkerely and (or) their total alpha activity exceeds 1000 terabekkerel;

source of ionizing radiation - the equipment or the material radiating or capable to radiate ionizing radiation with the parameters exceeding emission levels;
the regulating body body given authority of state regulation of licensing and permission of activities in the field of use of atomic energy, nuclear safety, radiation safety and protection, management of radioactive waste, safe transportation of nuclear and radioactive materials and physical protection of subjects to use of atomic energy;
the regulating control - the checks performed by regulating authority, observations, measurements, testing, analyses, researches and application of measures of responsibility for activities in the field of use of atomic energy and assessment of safety of subjects to use of atomic energy;
the nuclear substance-substance containing radioisotopes of Uran-233, uranium-235, natural uranium (U), thorium (Th), plutonium-239, plutonium-241 separately or in any combination;
nuclear installation - the nuclear reactor, warehouse of nuclear fuel, nuclear power plant, object of conversion, production of nuclear material;
nuclear accident - any incident which does nuclear harm or threatens with inevitable nuclear harm;
nuclear harm - harm which as a result of nuclear or radiation accident can be caused to health of the person and his descendants, to property of legal entities or physical persons or the states or societies and also can lead to radioactive environmental pollution;
radiation accident - accident which can bring or led to the radioactive environmental pollution and (or) possible radiation exposure of personnel and (or) the population exceeding admissible regulations;
radioactive material - the substance other than nuclear material which ionizing radiation can do nuclear harm;
radioactive waste - radioactive material or subject or substance with superficial radioactive pollution which are not held for use in any purposes and is subject to isolation from the biosphere;
storage of radioactive waste - the object intended for temporary storage of radioactive waste;
burial of radioactive waste - the object intended for burial of radioactive waste;
the treatment of radioactive waste - the activities connected with collection, short-term storage, conversion, long-term storage of radioactive waste in Items of storage and (or) burial;
anomaly (variation) - loss or excess of nuclear material, damage (gap) of consolidation, violation of procedures of preservation, storage, use, transportation of nuclear materials;
depleted uranium - uranium in which the mass fraction of U-235 isotope is less, than the mass fraction which is present at natural uranium;
highly enriched uranium - uranium which enrichment by U-235 isotope exceeds 20%;
the natural uranium-uranium containing natural mix of isotopes: 99,3 of % of U-238 and 0,7 of % of U-235;
effective (effective) kilogram:
. in case of plutonium the mass of plutonium in kilograms,
. for enriched uranium 0, (((1%) and more - the mass of uranium in kilograms increased by the enrichment size square expressed in parts
. for enriched uranium below 0,01 (1%) and above 0,005 (% 0,5) - the mass of uranium in kilograms increased by 0,0001,
