According to subitem 184-1) of Item 16 of the Regulations on the Ministry of Emergency Situations of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 23, 2020 No. 701, I ORDER:

1. Establish classification of emergency situations of natural and technogenic nature according to appendix to this order.

2. To provide to department of the prevention of emergency situations of the Ministry of Emergency Situations of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Emergency Situations of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Emergency Situations of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Emergency Situations of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Classification of emergency situations of natural and technogenic nature

1. Emergency situation of natural and technogenic nature belongs to object if as a result of accident, disaster or catastrophic crash the zone of emergency situation does not go beyond the object territory, at the same time arose or can arise one of the following effects:

2) violation of conditions of life activity of the population from above 50, but no more than 100 people;

Emergency situation of natural and technogenic nature belongs to local if as a result of accident, disaster or catastrophic crash the zone of emergency situation went beyond the territory of subject to production or social appointment and does not go out of two districts of the area, at the same time arose or can arise one of the following effects:

1) death from above 10, but no more than 50 people;

2) violation of conditions of life activity of the population from above 100, but no more than 500 people;

3. Emergency situation of natural and technogenic nature belongs to regional if as a result of accident, disaster or catastrophic crash the zone of emergency situation covers the territories at least three districts of one area or emergency situation happens in the territory of two areas of the Republic of Kazakhstan, at the same time arose or can arise one of the following effects:

1) death from above 50, but no more than 200 people;

2) violation of conditions of life activity of the population from above 500, but no more than 1500 people;

The size of material damage to human health, the environment and subjects to managing constitutes 3) from hundred to two hundred thousand monthly settlement indicators.

4. Emergency situation of natural and technogenic nature belongs to global if as a result of accident, disaster or catastrophic crash emergency situation happens in the territory of three and more areas of the Republic of Kazakhstan or takes the territories of the adjacent states, at the same time arose or can arise one of the following effects:

1) death over 200 people;

2) violation of conditions of life activity of the population over 1500 people;

3) the size of material damage to human health, the environment and subjects to managing constitutes more than two hundred thousand monthly settlement indicators.
