1. Determine the main directions of carrying out single state policy in the field of ensuring nuclear and radiation safety according to appendix.
2. In the table of the Section IV of Chapter 11 of the Program of activities of the Government of the Republic of Belarus for the period till 2025 approved by the resolution of Council of Ministers of the Republic of Belarus of December 24, 2020 No. 758, line item

The main directions of carrying out single state policy in the field of ensuring nuclear and radiation safety
1. Safe use of atomic energy and sources of ionizing radiation (further – III) makes essential contribution to goal achievement of sustainable development of the Republic of Belarus.
Nuclear and radiation safety (further, unless otherwise specified, – safety) is the highest priority when implementing activities in the field of use of atomic energy and III and one of the most important components of homeland security of the Republic of Belarus connected with condition of security of the population and the environment from harmful effects of ionizing radiation.
2. The purposes of development of the main directions of carrying out single state policy in the field of ensuring nuclear and radiation safety (further – state policy) are fixing of set of the fundamental principles of safety and determination of key activities on their realization for forming of unity of approaches to safety and enhancement of its infrastructure. Safety infrastructure for the purposes of state policy is understood as set of the institutional, organizational, technical elements and conditions providing effective functioning of all elements of system of safety established in the Republic of Belarus key of which are:
independent regulating authority;
system of the nuclear right;
system of licensing and allowing activities;
the control system (supervision) from the state of observance of the established requirements;
national system of ensuring emergency readiness and reaction;
system of scientific and technical supply, system of informing all interested concerning safety.
3. Objects of state policy are subjects to use of atomic energy at all stages of their lifecycle, objects of nuclear heritage, III, radiation objects, radioactive waste and nuclear materials, and also the related activities, including the organizational and managerial, regulating, technical actions and other actions aimed at providing their safety.
Objects of nuclear heritage according to approaches of International Atomic Energy Agency (further – IAEA) are understood as objects on which nuclear materials and (or) nuclear technologies, and also the territories which underwent to radioactive pollution as a result of accidents on nuclear power plants were used earlier.
4. The regulatory legal base of state policy is constituted by the Constitution of the Republic of Belarus, legislative and other regulatory legal acts in the field of safety, the international legal acts containing obligations of the Republic of Belarus. The Republic of Belarus as the full-fledged member of IAEA in case of enhancement of the national legal system in the field of nuclear and radiation safety is guided by the international requirements and recommendations established by IAEA.
5. The Republic of Belarus adheres to the following fundamental principles of safety:
5.1. responsibility for safety. Responsibility for safety is born by the operating organizations, users of III, and also other organizations performing the activities connected with probability of origin at the person or his posterity of harmful effect as a result of radiation (further – radiation risk);
5.2. role of the state. The state on behalf of the President of the Republic of Belarus, the Government of the Republic of Belarus and other state bodies provides normative legal regulation of all aspects connected with protection of the population and environmental protection against radiation risks.
The Republic of Belarus shall provide the efficient mechanism of independent acceptance by bodies of state regulation in the field of safety when using atomic energy of decisions on safety issues;
5.3. management and management for the benefit of safety. In all organizations connected with activities on subjects to use of atomic energy, objects of nuclear heritage and radiation objects and also with activities with III, radioactive waste and nuclear materials, are created and management systems for the purpose of safety are constantly enhanced;
5.4. reasons for safety of activities. Any kinds of activities on subjects to use of atomic energy, objects of nuclear heritage and radiation objects, and also activities with III, radioactive waste and nuclear materials as a result of which exceeding of radiation risks for the person and society over benefit which such activities bring is possible are not allowed in the territory of the Republic of Belarus;
5.5. protection optimization. Protection against radiation risks needs to be optimized so that to provide the highest level of safety which can be really reached taking into account economic and social factors;
