1.1. Application of Rules
1.1.1. These rules extend to transportations of dangerous goods across the railroads of the State Parties of the Commonwealth and are obligatory for workers of rail transport, senders and receivers of dangerous goods, ports and piers, and also for the forwarding companies performing servicing of consignors and consignees.
1.1.2. In the part which is not provided by these rules, in transit dangerous goods it is necessary to be guided by the corresponding rules of transportation of goods by railway transport.
1.1.3. Transportations of dangerous goods in the direct mixed railway water communication are made also according to rules of transportation of goods in the direct mixed railway water communication.
Transportations of dangerous goods in bulk are made also according to Rules of transportations of liquid cargoes in bulk in tank cars and cars of bunker type for petrobitumen transportation.
1.1.4. Transportations of dangerous goods between the State Parties of the Agreement on the international railway freight traffic (SMGS), but not being members of the Commonwealth, are regulated by Rules of transportations of dangerous goods Appendix 2 to SMGS, and between the State Parties of the Commonwealth and the states which are not participants of SMGS, performed on the basis of special agreements.
1.1.5. Consignors, consignees, the railroads bear responsibility for non-compliance with these rules according to the current legislation of the countries and international agreements.
1.2. Classification of dangerous goods
1.2.1. Substances, materials, products, production wastes and other activities which owing to properties and features inherent in them in the presence of certain factors in the course of transportation, in case of production of handling works and storage can do harm to the surrounding environment, serve as cause of explosion, the fire or damage of vehicles, devices, buildings and constructions, and also death, injuring, poisoning, burns or disease of people, animals and birds belong to dangerous goods.
1.2.2. Dangerous goods according to the international requirements established by Standard rules of the UN (Recommendations about transportation of dangerous goods) of classification of substances and products for nature of dangerous properties is subdivided into the following classes:

Class 9 Other dangerous substances and products.
Dangerous goods according to their physical and chemical properties, types and degree of danger in transit (transportation) can be subdivided into classes, subclasses, categories and groups, according to Appendix 1 to these rules.
1.2.3. Reference of dangerous goods to certain class, category, degree of danger and group of compatibility is performed by the consignor according to Appendix 1 to these rules and on the basis of the international principles of classification established by Standard rules of the UN.
1.3. The dangerous goods allowed to transportation
1.3.1. The dangerous goods named in Index of the dangerous goods allowed to transportation by railway transport is allowed to transportation across the railroads (further - Index of dangerous goods) (Appendix 2) and in the List of dangerous goods of class 1 and feature of their transportation (Appendix 10).
1.3.2. Dangerous goods (except specified in Item 1.3. 3), not named in Index of dangerous goods, but similar on the chemical properties, nature of danger with the loads listed in it the consignor carries to number of the UN (the name of load generalized or N.U.K.) also transports the load on the conditions specified for this number of the UN (number of the emergency card (EC), cover regulation, stamps of danger, dissolution condition from hill, etc.). At the same time in delivery note the proper generalized name of load relating to this number of the UN and in brackets - the name of load according to the standard or specifications is specified.
1.3.3. If the load cannot be carried by the sender to the loads named in Index of dangerous goods and also owing to special circumstances (properties of load, its condition or terms of transportations offered by the consignor are not provided by these rules), for this load special conditions of transportation can be established. Transportation of goods on special conditions in the interstate message is determined by the national legal system. In the international message transportation of goods on special conditions is established by the procedure provided by the Agreement on transportation of goods on special conditions approved at the 15th meeting of Council for rail transport 05.04.1996.
Modification and amendments in these rules based on the petition of the consignor is performed according to the Procedure for entering of amendments and changes into Rules of transportation of goods in the interstate message approved at the 15th meeting of Council for rail transport 05.04.1996.
On transportation of dangerous goods shall be attached to the petition in duplicate: the characteristic of load and emergency card in the forms specified respectively in Appendix 3 to these rules and in Emergency cards on the dangerous goods transported by the railroads of the CIS, the Republic of Latvia, the Republic of Lithuania, the Republic of Estonia, signed by the head of the company consignor and certified by seal; the standard or specifications and the material safety data sheet on load; approval of competent authority and the railroad of the country of departure of load of the changes offered by the consignor in rules if other is not provided by the national legal system.
1.3.4. Dangerous goods in the direct mixed railway water communication is transported only at sight by the consignor of station of origin of confirmation about the consent of water transport to such transportation, except for the loads included in rules of transportation of goods in the direct mixed railway water communication.
Consignors in requests and the developed plans of transportation of goods in the direct mixed railway water communication shall specify features of transportation of this or that dangerous goods.
1.4. Document creation
1.4.1. The sender shall provide stations of origin on each shipment the delivery note filled according to requirements of SMGS, these rules and other rules of transportation of goods by railway transport.
1.4.2. In the graph of delivery note "The name of load" the consignor, along with requirements of rules of transportation of goods, shall specify according to Index of dangerous goods (Appendix 2 to these rules): danger code, through fraction - number of the UN, the proper name of dangerous goods, number of the main sign of danger (in brackets - number of additional sign of danger), number of emergency card, for example: "336 / UN of 1230 METHANOL, 3 (6.1), joint stock company 319".
If the dangerous goods according to Index of dangerous goods (Appendix 2 to these rules) has generalized or "not specified specifically (N.U.K.)" the name, the consignor shall specify in addition in delivery note the technical name of load according to the standard or specifications, for example:
"33 / UN of 1266 PRODUCTS PERFUMERY (liquid perfumery "Kansk"), 3, joint stock company 308";
"336 / UN of 1992 LIQUID FLAMMABLE POISONOUS, N.U.K. (Diwounds And), 3 (6.1), joint stock company 319".
If in column 2 of Index of dangerous goods (Appendix 2 to these rules) the technical name of specific load (the name of load is written down by lowercase letters), then the proper name of load (the name of load is written down by capital (capital) letters) is specified it is determined by the corresponding number of the UN. 1.4.3. 1.5. Maintenance of dangerous goods
1.5.1. The dangerous goods noted in column 14 "Special conditions" of Index of dangerous goods by figures "2", "2a" is transported accompanied by conductors (specialists) of consignors (consignees) with observance of requirements of these rules and rules of transportation of goods by railway transport.
The empty crude container from under dangerous goods, and also the empty crude cars and containers from under dangerous goods noted in column 14 "Special conditions" by figures "5", "5a", "5b" are transported accompanied by conductors (specialists) of the consignor (consignee) on the terms of dangerous goods.

1.5.2. The conductors accompanying dangerous goods except the obligations provided by Rules shall know the staff instruction on maintenance of this load developed and approved by the consignor dangerous properties of load, measure of first-aid treatment, security measure in emergencies and to monitor along the line observance of the conditions and security measures established for this load.
1.5.3. The consignor shall supply conductors and staff of protection with necessary individual protection equipment and overalls, the first-aid kit, set of tools, emergency firefighting equipment, decontaminations, and also required auxiliary materials.
1.5.4. In case of detection along the line of defect of the car because of which it cannot go to destination the car is unhooked from the train, moves on specially allocated ways and is under protection of the conductor. If the group of cars is accompanied by one conductor, then from the train all group is unhooked. Elimination of defect is performed under observation of the conductor according to the procedure, established by railway administration.
1.5.5. In case of detection along the line of cars with dangerous goods which according to these rules shall be followed by conductors of the consignor or the consignee, but follow without conductors, they shall linger on the station before arrival of the representative of the consignor (consignee). The specified cars are established on specially allocated ways of the station or in other safe place determined in the technical and administrative act of the station (TRA) and shall be under protection.
The station commander on whom the car is detained shall report to the consignor (consignee) through the station commander of departure (appointment) of load about car delay, and the consignor (consignee) shall send the representatives to delay Item immediately.
1.5.6. The conductors, specialists, job specifications and military guard accompanying dangerous goods submit to customs, passport, railways and other legal acts of the countries which railroads participate in transportation.

The procedure and the space of transfer of dangerous goods for protection of job specifications of the militarized protection of the neighboring railroads at border stations are established by boundary agreements.
2.1. General terms of transportation of dangerous goods in closed cars and containers
Container, packaging and marking
2.1.1. Dangerous goods shall be shown by consignors to transportation in the container and packaging provided by standards or specifications on products, and also conforming to requirements of Standard rules of the UN or GOST 26319-84 "Dangerous goods. Packaging" taking into account the national legal system.
The container and packaging shall be strong, operational, completely exclude leakage and prosypaniye of load, to ensure its safety and safety of transportation. Materials of which the container and packaging are made shall be inert in relation to content.

Dangerous goods in glass container shall be packed into strong boxes (wooden, polymeric, metal) with filling of free space with the corresponding nonflammable pro-masonry and absorbing materials. The loads in retail packaging transported as harmless according to item 2.1. 43, is allowed to be packed into boxes from corrugated fibreboard.
Boxes shall have feedwells, inserts, partitions, lattices, laying, shock-absorbers.

2.1.5. Dangerous goods in sacks and boxes from corrugated fibreboard if such packaging is provided by standards or specifications on products, shall be transported by car sendings. In transit dangerous goods in sacks shall be packed by small sendings into tough transport container (metal or plywood drums, barrels, wooden or metal boxes).
2.1.6. Extent of filling of container with the liquid dangerous goods shown to transportation shall conform to the requirements established by standards or specifications on these products.
2.1.7. Joint packaging in one cargo piece is allowed only for that dangerous goods which is resolved to joint transportation in one car according to Appendices 4 and 5. At the same time each substance is packed separately according to standards or specifications on this substance. The packed substances are located in dense wooden box with nests. The box bottom, free intervals in nests, and also free space under cover are filled with soft nonflammable packaging material. The box is densely closed by cover. Mass gross of such cargo piece shall not exceed 50 kg.

2.1.8. The dangerous goods permitted to transportation in containers shall be packed the same as in transit in closed cars.

2.1.10. In transit liquid dangerous goods car sendings the consignor shall place at least 1% of places of empties for case of damages of separate cargo pieces in cars.
2.1.11. Transport marking according to rules of transportation of goods shall be applied on cargo pieces with dangerous goods.
2.1.12. On each cargo piece, except the marking provided by item 2.1. 11, the sender shall put the marking characterizing type and degree of danger of load and containing:
danger signs (which form and the description are given in Appendix 6 according to Index);
the name of load according to Index (in case of joint packaging in one cargo piece of several dangerous goods the name is put for each load);
classification code;
number of the UN.
2.1.13. Drawing signs of danger is made: on boxes and transport packets - on three surfaces (side, face and upper), on barrels - on one of the bottoms and the feedwell (cylindrical part); on piles and bales - on face and side surfaces, on other types of container (cylinders, etc.) - in the most convenient places well visible in case of placement in the car.
2.1.14. Danger signs from paper and cardboard are attached to container by glues. Signs from fabric are sewn. Signs from plywood, metal, plastic are attached by bolts, screws, nails, and also wire if it is impossible to apply other method of attachment (loads in cylinders, etc.).
Directly signs are applied with paint on cliche on container and packaging. In case of coincidence of color of sign to color of container of packaging the sign is applied on contrast background.
2.1.15. Signs of danger are divided on:
