About measures for enhancement of procedure for use of reservoirs for needs of fish farms, and also to development of objects of fishing and coastal tourism

For the purpose of enhancement of management system fish industry, rational use of natural and artificial reservoirs, implementation of evidence-based methods and intensive technologies of cultivation of fish, effective use of opportunities of the operating pools, and also implementation of procedure for realization of natural and artificial reservoirs on the basis of the market principles and transparency by means of electronic online auction:

1. Determine that since October 1, 2023 by means of electronic trade platform of "E-auksion" through electronic online auction it are provided to subjects of entrepreneurship in lease:

the natural and artificial reservoirs (water storage basins) belonging to the state - for trade cultivation and catch of fish, and also other purposes provided by acts of the legislation;

the parcels of land of nonagricultural appointment around natural and artificial reservoirs (water storage basins), and also the rivers - for creation of beach areas at water, rendering services in sports and amateur fishing, fishing, driving by the boat and water walk, the organization of trade in fish products, including fish dishes, services of public catering and other tourist services, and also for placement for this purpose constructions from easy designs (complex of yurtovy camps, containers).

At the same time the requirements determined by this Item do not extend to natural and artificial reservoirs (water storage basins) with incomplete effective period of lease agreements, and also to Aydar-Arnasaysky system of lakes which management is enhanced by the resolution of the President of the Republic of Uzbekistan of February 22, 2022 No. PP-141 "About measures for enhancement of management of Aydar-Arnasaysky system of lakes".

2. Uzbekbaliksanoat association (further - Association) in two weeks to transfer the natural reservoirs provided to it in the isolated use with the low reproductive importance and without permanent fish fauna for their effective use to the organizations in system of the Ministry of ecology, environmental protection and climate change according to appendix No. 1.

3. Approve:

The list of lands of forest fund on which in 2023-2024 subjects to catching of fish and coastal tourism, according to appendix No. 2 are created;

The list of water storage basins on which in 2023-2024 subjects to trade cultivation and catch of fish and coastal tourism, according to appendix No. 3 are created.

To the ministry of ecology, environmental protection and climate change together with the Ministry of water economy, Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas to organize exposure to the biddings by means of electronic online auction with separation into lots of the parcels of land of nonagricultural appointment for construction of subjects to cultivation, catch of fish and coastal tourism in the territories determined in appendices No. No. 2-3 to this resolution.

4. For the purpose of promoting and adjustment of flow of tourists to objects of fishing and coastal tourism to provide to the ministry of ecology, environmental protection and climate change placement on social networks, on Internet pages and bringing to tour operators of information on the new involved objects.

5. To the Cabinet of Ministers to approve procedure for provision in lease to subjects of entrepreneurship of the reservoirs belonging to the state by means of electronic trade platform of "E-auksion" in a month. At the same time to provide the direction:

50 percent of the means which arrived from provision in lease of the natural reservoirs transferred to the isolated use of Association - in Fund of development of water economy under the Ministry of water economy, 40 percent - in Fund of development of fish breeding, 10 percent - in the Center for effective use of objects of state-owned property under Agency on management of the state assets;

90 percent of the means which arrived from provision in lease of artificial reservoirs (water storage basins) transferred to the isolated use of Association - in Fund of development of fish breeding, 10 percent - in the Center for effective use of objects of state-owned property under Agency on management of the state assets;
