1. Approve the enclosed Rules of provision of the Ata of Zhola card for the ethnic Kazakhs living abroad according to appendix to this order.

2. To provide to committee on migration of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on official Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item;

4) bringing this order to data of akimats of areas and the cities of Astana, Almaty and Shymkent for management in work.

4. To impose control of execution of this order on the first vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of provision of the Ata of Zhola card for the ethnic Kazakhs living abroad

Chapter 1. General provisions

1. These rules of provision of the Ata of Zhola card (further – Rules) are developed for the ethnic Kazakhs living abroad according to subitem 9-2) of article 11 of the Law of the Republic of Kazakhstan "About population shift" (further – the Law) and determine procedure for provision of the Ata of Zhola card for the ethnic Kazakhs living abroad.

2. In these rules the following basic concepts are used:

1) No. 150 is excluded according to the Order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of 15.05.2024

2) the Ata of Zhola card – the document of the established form issued to the business immigrants or persons having demanded professions from among ethnic Kazakhs for a period of up to ten years, but no more effective period of the passport of the country of nationality according to the procedure the established authorized body concerning population shift;

3) business immigrants are the immigrants who arrived for the purpose of implementation of business activity according to the legislation of the Republic of Kazakhstan;

4) the former compatriot – the person who was born or earlier consisting in nationality of the Kazakh Soviet Socialist Republic or the Republic of Kazakhstan and constantly living abroad;

5) the principle of "One statement" – the form of rendering the state service providing set of several state services rendered based on one statement;

6) information system "The state database "Physical persons" (further – GBD FL) – single system of registration and storage of information on physical persons of the Republic of Kazakhstan, sufficient for identification and determination of civil status;

7) information system of migratory police (further – IS MT) – information system of the Ministry of Internal Affairs on forming of databank about internal and external migratory processes, and also automation of processes of integration interaction with other information systems and databases created within "the electronic government";

8) foreign institutions of the Republic of Kazakhstan – the diplomatic and equated to them representations being located abroad, and also consular establishments of the Republic of Kazakhstan;

9) the automated information system "Kandas" (further – AIS "Kandas") – the system as a part of unified information system of the social and labor sphere intended for automation of process of provision of the state service for ethnic Kazakhs and kandas;

10) kandas – the ethnic Kazakh and (or) members of his family of the Kazakh nationality who were earlier not consisting in nationality of the Republic of Kazakhstan, received the corresponding status according to the procedure, the established authorized body concerning population shift;

11) information system of "Kutta Mycenae" (Migration.enbek.kz) (further – IS of "Kutta Mycenae") – subsystem of digital ecosystem Electronic employment exchange (enbek.kz) providing accounting and movements of migrants, and also monitoring of provision of services in the sphere of migration;

12) mobile application under IS of "Kutta Mycenae" – the software product established and started on the subscriber structure of cellular communication and providing access to the state services and functions rendered electronically by means of cellular communication and the Internet;

13) the applicant – physical person from among ethnic Kazakhs and members of his family (in the presence) applying for receipt of the Ata of Zhola card;
