About measures for social and economic development of the city of Tashkent till 2030

For the purpose of transformation of the city of Tashkent into one of the cities, most convenient for accommodation, by implementation of the principles of modern management and system of mutually beneficial cooperation of the state and subjects of entrepreneurship, in particular, increases in efficiency of involvement of the available resources, improvements of social infrastructure and architectural appearance, and also increase in convenient space and green zones for the capital population:

1. Determine the main directions of development of the city of Tashkent till 2030:

ensuring stable economic growth by means of implementation of mutually advantageous projects with subjects of entrepreneurship and effective involvement of the available resources;

transformation of the capital to one of megalopolises with clean air and creation of conditions for rest of inhabitants and city visitors by change of image of recreation parks, squares, boulevards and sharp increase in quantity of green zones;

transformation of the capital to the territory which does not have problems in public service by means of expansion and upgrade of engineering and communication networks and also creation of more comfortable for movement of people of road infrastructure;

implementation of the principles of "smart" town planning by coordination of construction on the basis of single approach and expansion of social infrastructure is proportional to construction amount;

implementation of the modern management based on key performance indicators and also human resources development due to creation of project offices in each direction in system of khokimiyat.

2. Approve the Main target indicators of development of the city of Tashkent till 2030, according to appendix No. 1 *, providing:

inclusion of the city of Tashkent in the rating of the cities, most convenient for accommodation;

bringing amount of gross regional product to 500 trillion sum;

projects implementation in the sphere of the industry and services on the amount of 40 billion US dollars;

finishing export volume of the industry, services and tourism to 7, 5 billion US dollars;

expansion and complete upgrade of engineering and communication networks;

creation in addition 4 thousand hectares of green zones.

3. Agree with the offer of the Cabinet of Ministers and khokimiyat of the city of Tashkent on implementation for a period of up to January 1, 2027 of procedure for implementation of investment projects and improvement of city infrastructure on the basis of mutually beneficial cooperation of the state and subjects of entrepreneurship as legal experiment in the city of Tashkent.

4. Form the Investment Company Tashkent Joint-stock company in case of establishment of khokimiyat of the city of Tashkent (further - the Company) which is carrying out tasks of "bridge" between the state and subjects of entrepreneurship.

5. Approve:

The main activities of Investment Company Tashkent Joint-stock company, according to appendix No. 2 *;

Mechanisms of projects implementation by Investment Company Tashkent Joint-stock company and subjects of entrepreneurship based on the parcels of land, according to appendix No. 3*.

6. For the purpose of financing of projects of development of infrastructure and the operational solution of urgent questions in municipal and other spheres of everyday life of the population of the city of Tashkent to rename Fund of development of infrastructure of entrepreneurship under khokimiyat of the city of Tashkent into Fund of development of the city of Tashkent (further - Fund) and to transfer the Companies the right of management of fund.

Approve Sources of forming and the direction of use of fund of development of the city of Tashkent under khokimiyat of the city of Tashkent, according to appendix No. 4*.

7. Determine that:

the authorized capital of the Company is created step by step in the amount of 1 trillion sum at the expense of additional sources of the city budget of the city of Tashkent based on Kengash's decisions of People's Deputies of the city of Tashkent and other means which are not forbidden by the legislation;

questions of creation and financing of project offices of the Company are determined by the separate directions by its Supervisory board;

the direction of company funds and Fund on projects and other purposes, and also attraction of borrowed funds of commercial banks and international financial institutions are performed based on solutions of the Supervisory board of the Company;

settlement accounts of the Company and Fund open in commercial banks;

money recovery of Fund for obligations of khokimiyat of the city of Tashkent based on executive documents and collection orders is not allowed.

8. For the purpose of ensuring openness of activities and accountability of the Company before the public to establish procedure according to which:

The company constitutes the financial reporting according to International accounting standards and since 2025 annually till August 1 posts it on the official website of khokimiyat of the city of Tashkent after carrying out external audit according to International standards of audit by the audit companies entering into "Big Four";

since 2025 financial and non-financial statements of the Company, and also commercial and non-commercial purposes concerning it are posted on the official website of khokimiyat of the city of Tashkent;

till 2027 ISO, ERP, SAP and other modern management systems take root into the Companies and it is provided by it the credit ratings of leaders of the international agencies;

information on effectiveness of activities of the Company and effective use of fund is provided in the report of hokim of the city of Tashkent on the most important and topical issues of social and economic development before Kengash of People's Deputies of the city of Tashkent.

9. Approve "Road map" on development of the city of Tashkent in 2023 - 2025 according to appendix No. 5*.

10. Assign to the acting as hokim of the city of Tashkent Sh. B. Umurzakov the personal responsibility for the effective organization of execution of this Decree.
