1. Establish procedure according to which:

a) since September 1, 2023 the information system "Agroplatforma" (further - IS of Agroplatform) on digitalization of processes of allocation of soft credits on cultivation of cotton, grain grains, vegetables and fruit, and also to rendering services to producers of agricultural products by the principle of transparency takes root into structure of the Single integration platform "Digital Agricultural Industry". At the same time:

the unified register of producers of products takes root, the electronic passport is created and identification number is assigned to each land user, till March 15 of each calendar year data of producers of products are updated;

proposals of producers of products on rational placement of crops for harvest of next year are displayed on the electronic card and affirm;

document flow between the subjects who are engaged in cultivation of agricultural products, and servicing them subjects is transferred to electronic form;

b) since harvest of 2024 financing of expenses on cultivation of agricultural products is made by fund of the state support of agricultural industry under the Ministry of Economics and finance according to the requests of commercial banks created electronically by means of IS of Agroplatform. At the same time:

the opportunity of tracking of payment under credit agreements in real time by means of IS of Agroplatform is given;

identification and digitization of statements, futures contracts, credit agreements, insurance policies, orders and acts are performed by means of IS of Agroplatform;

rendering electronic services to producers of products by means of personal office takes root into IS of Agroplatform.

2. Determine that till the end of 2023 the Ministry of Agriculture and the Ministry of digital technologies:

a) the Platform on rendering services of data analysis of geoinformation technologies and space pictures takes root.

At the same time the system of providing recommendations about independent monitoring of the acreage and crops allocated to producers of agricultural products and clusters on the basis of the analysis of multispectral space pictures, and also to early identification of problems and yield increase is created;

b) the operating mechanisms of placement of crops by means of digital technologies are enhanced. At the same time the information system "CropAgro" on acceptance of proposals of land users, electronic placement of crops, approval and automatic creation of information and reports takes root;

c) open use by executive bodies on places of geographical, statistical and analytical information on agricultural industry of the corresponding territories by means of enhancement of agricultural geoportals of the Republic of Karakalpakstan and areas based on "Geographic information system" of the Ministry of Agriculture takes root;

d) form of business of Public institution "Center of digitalization of agricultural industry" changes under the Ministry of Agriculture (further - the Center of digitalization) on Limited liability company which will in accordance with the established procedure be transformed to the resident of "IT park" as the integrator performing activities for digitalization in the agrarian sphere. At the same time:

by means of the Center of digitalization activities of workers for digitalization of the organizations in system of the Ministry of Agriculture are coordinated, offers on attraction to projects of workers on digitalization and encouragement of skilled workers are developed;

commercialization of services of the Center of digitalization and development of the relations of public-private partnership are performed;

implementation of new and perspective projects and the organization on places of free training courses on permanent basis are performed;

specialists in the field of information and communication technologies of the international class at the expense of means of the Center of digitalization and grants are attracted;

e) together with executive bodies on places measures for providing agricultural industry of areas with the modern computer equipment of departments are taken;

e) educational seminars on use of IS of Agroplatform for employees of producers of agricultural products, the organizations for rendering services and executive bodies on places will be organized.

3. To the Ministry of Agriculture (A. Voitov) till February 1, 2024 to create Assessment center of situations in the agrarian and food sphere for the purpose of ensuring reliability and efficiency of statistical data in the field of.

At the same time to carry out integration into Assessment center of situations in the agrarian and food sphere of electronic databases on 20 directions of 12 ministries and departments and to create the single database over 20 indicators more than 100 statistic and analytical reports.

4. To the Ministry of Agriculture, the Tax Committee and the Agency according to the inventory together with Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan till October 1, 2023 to create the single database of users of lands of agricultural purpose in IS of Agroplatform.

5. Determine that:

for the purpose of the ensuring food security and provision of services rendered to producers of agricultural products by the principle "single window" on requests of the Ministry of Agriculture this information systems and resources of the ministries and departments are brought by the relevant state bodies in the Single integration platform "Digital Agricultural Industry" by integration at permanent and non-paid basis;

expenses on works on regular enhancement, addition of additional modules and services, and also technical support of the Unified information system of providing subsidies to producers of agricultural products "Agrosubsidiya", the information system "CropAgro" and Geographic information system become covered to operators by extrabudgetary funds of participants of the specified systems.

6. To the Ministry of Agriculture in three-months time to develop and approve in accordance with the established procedure in coordination with the Ministry of Economics and finance rates for the services rendered to IS of Agroplatform for the purpose of covering of expenses on development of the project documentation, implementation and enhancement of IS of Agroplatform.

7. Approve the Plan of measures for step-by-step implementation of the information system "Agroplatforma", according to appendix No. 1.
