Regulations on Government commission according to the investment projects having nation-wide, regional and interregional value

1. Government commission according to the investment projects having nation-wide, regional and interregional value (further - the Commission), is the coordinating body formed for the purpose of forming of the list of the investment projects having nation-wide, regional and interregional value (further - investment projects) to which the state support within budgetary appropriations of the Investment fund of the Russian Federation is provided (further - Fund), determinations of the priority directions of provision of the budgetary appropriations of Fund for projects implementation having regional and interregional value and also considerations of the questions connected with approval of lists of priority investment projects of federal districts and implementation of the specified projects.

2. The commission is guided in the activities by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, and also this Provision.

3. The main objectives of the Commission are:

a) forming of the list of investment projects from among the investment projects which underwent the selection on provision of the state support by fund made by the Ministry of Economic Development of the Russian Federation, the Ministry of the Russian Federation of development of the Far East and the Ministry of the Russian Federation for the North Caucasus (further - selection);

b) determination of executives in charge and state coordinators of the investment projects having nation-wide value;

c) determination of the priority directions of provision of the budgetary appropriations of Fund for projects implementation having regional and interregional value;

d) determination of minimal cost of the projects having regional and interregional value;

e) the solution of the questions connected with forming of lists of priority investment projects of federal districts, modification of the specified lists and implementation of these projects.

4. The commission for realization of the tasks assigned to it performs the following functions:

a) consideration of passports of the investment projects which underwent selection;

b) consideration of the list of the investment projects which underwent selection;

c) consideration of protocols of meetings of the investment commission of the Ministry of Economic Development of the Russian Federation, Ministry of the Russian Federation of development of the Far East and the Ministry of the Russian Federation for the North Caucasus about results of selection;

d) approval of the priority directions of provision of the budgetary appropriations of Fund for projects implementation having regional and interregional value;

e) ceased to be valid

e) approval of minimal cost of the projects having regional and interregional value;

g) consideration of lists of priority investment projects of federal districts;

h) consideration of reports of participants of priority investment projects of federal districts and the Ministry of Economic Development of the Russian Federation, and also Ministry of the Russian Federation of development of the Far East and the Ministry of the Russian Federation for the North Caucasus about the course of implementation of priority investment projects of federal districts;

i) consideration of the questions connected with selection and implementation of priority investment projects of federal districts;

j) approval of cards of priority investment projects of federal districts.

5. The commission has the right:

a) request from federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies materials and information on the questions carried to competence of the Commission;

b) hear at the meetings representatives of federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies on the questions carried to competence of the Commission and to make relevant decisions;

c) involve in accordance with the established procedure the Commissions of representatives of the interested federal executive bodies, scientific, public and other organizations;

d) create in accordance with the established procedure the working groups on the questions which are within the competence of the Commission.

6. The structure of the Commission affirms the Government of the Russian Federation.

6.1. The commission forms subcommittees on federal districts for consideration of the questions connected with approval of lists of priority investment projects of federal districts and implementation of the specified projects.

The structure of subcommittees affirms the commission chairman, regulations of their work - the commission chairman on representation of heads of subcommittees.

7. The commission chairman directs its activities, approves structures of the working groups and bears the personal responsibility for accomplishment of the tasks assigned to the Commission.

In the absence of the commission chairman its duties are fulfilled by his deputy.

8. The commission performs the activities according to regulations and work plans which are accepted on commission session and affirm its chairman.

9. Commission session is held by the commission chairman, and in its absence - the vice-chairman. Commission sessions are held at least once a half-year. In case of need emergency meetings can be held.

Commission session is considered competent if more than a half of her members take part in it.

Members of the commission take personal part in commission session. If the member of the commission cannot take personal part in meeting, he has the right to participate in meeting in absentia by the opinion representation in writing containing the decision on each of questions of the agenda of meeting which goes to the commission chairman's address not later than 2 working days prior to commission session. The decision of the member of the commission specified in it on each of questions of the agenda of meeting is announced before vote and joins the minutes.
