About measures for the effective organization of public administration in the sphere of the mining industry and geology within administrative reforms

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of January 25, 2023 No. UP-14 "About First-priority Organizational Measures for Effective Establishing Activities of Republican Executive Bodies":

1. Approve:

Organizational structure of the Ministry of the mining industry and geology, according to appendix No. 1 *;

The program of reorganization of organizations in system of the Ministry of the mining industry and geology, according to appendix No. 1a *;

The development program of mineral resources in 2023 - 2025 and its target indicators according to appendices No. No. 3 and 3a *;

The list of functions of the Ministry of the mining industry and the geology transferred to private sector according to appendix No. 4 *;

"Road map" on deepening of reforms in the sphere of the mining industry and geology, and transformation of activities of system, according to appendix No. 5 *;

Structure of the State Commission on Mineral Reserves under the Ministry of the mining industry and geology, according to appendix No. 6 *;

Priority activities of the Ministry of the mining industry and geology, according to appendix No. 7*.

2. Approve offers of the Agency of strategic reforms in case of the President of the Republic of Uzbekistan, the Ministry of Economics and finance and the Ministries of the mining industry and geology about transfer:

the state blocks of shares in Uzbekgeologorazvedka and Uzbekgeofizika joint-stock companies to Agency on management of the state assets;

functions of the Ministry of Economics and finance on development of the medepererabatyvayushchy industry to the Ministry of the mining industry and geology.

3. Determine that when forming the state order on exploration works, proceeding from specifics of expansion of source of raw materials of minerals, contracts for performance of works (rendering services) with the Ministry of the mining industry and geology, and also between the organizations entering its system, and Yangi Game limited liability company consist according to the procedure of exception directly, irrespective of their cost.

At the same time contract organizations are attracted on the basis of outsourcing by separate types of exploration works (services) of this system by the organizations which are single suppliers:

JSC Uzbekgeologorazvedka - complex exploration works (services) in minerals;

JSC Uzbekgeofizika - complex prospecting and seismic surveys (services) in hydrocarbonic raw materials;

GU "Kitabsky Geological National Natural Park" - complex geological studies and stratigrafichesky works (services);

GU "Center of Use of Natural Resources" - thematic works (services) in fund of the geological information, balance of minerals, the inventory of fields and prospective areas, and also works (service) in examination of geological projects.

4. Agree with offers of the Ministry of the mining industry and geology, the Ministry of Economics and finance, and also the Ministries of employment and reducing poverty on:

to establishment of allowances for work uninterrupted length of service to all employees of central office of the Ministry of the mining industry and geology with scope of their general labor activity;

to implementation of maintenance costs of the Ministry of the mining industry and geology by budgetary and extrabudgetary funds, assignments of the industry companies and other sources which are not forbidden by the legislation.

5. Form the Off-budget Fund of development of the sphere of the mining industry and geology under the Ministry of the mining industry and geology (further - Fund) without the status of the legal entity and to determine sources of forming of its means:

the means arriving to the Ministry of the mining industry and geology from rendering the state services in the sphere of use of natural resources in accordance with the established procedure and the sizes;

the amounts of penalties collected by Inspectorate for control in the sphere of the mining industry and geology from business entities, their officials and citizens for violation of the law in the sphere of use of natural resources according to the procedure and the sizes established by the legislation;

the means of the organizations in system of the Ministry of the mining industry and geology allocated in accordance with the established procedure;

the means of the international financial institutions, grants of the donor organizations and other sources which are not forbidden by the legislation.

6. Determine that fund is allocated:

a) To the ministry of the mining industry and geology and the organizations in its system on:

strengthening of material and technical resources;

financial incentive and social protection of workers;

ensuring preparation, retraining, advanced training and practical training by workers, including the organization of official journeys to the foreign states, participation in the international conferences, seminars and other actions;

financing of other actions connected with support and development of their activities;

b) on financing of expenses on content and development of Public institution "Museum of geology".
