About approval of the professional standard in the sphere of social protection
1. Approve the professional standard in the sphere of social protection according to appendix to this order.
2. To provide to social services department in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication.
3. To impose control of execution of this order on the supervising vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.
4. This order becomes effective since July 1, 2023 and is subject to official publication.

to the Order of the Deputy prime minister - the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of June 29, 2023 No. 262
1. The professional standard in the sphere of social protection is intended for determination of requirements to skill level and competence, to content, quality and working conditions.
This professional standard will allow to create educational programs, including for personnel training at the companies, for certification of workers and graduates of educational institutions, for the solution of wide range of tasks in the field of personnel management.
2. In this professional standard the following terms and determinations are applied:
1) special social services – range of services, the bases providing to person (family) of condition for overcoming objectively breaking activity of the person and directed to creation of opportunities of participation in life of society, equal with other citizens;
2) probation (resocialization) – system of the types of activity and individually determined measures of control and social and legal nature directed to correction of behavior of persons whose categories are determined by the law, for the prevention of making of criminal offenses by them;
3) social work – activities for assistance to individuals, families in realization of their social rights and guarantees compensation of the broken or lost functions interfering their full social functioning;
4) the social worker – the worker who is rendering special social services and (or) performing assessment and determination of need for special social services, having the necessary qualification conforming to the established requirements;
5) qualification – degree of professional readiness of the worker, availability of knowledge, skills necessary for accomplishment of certain degree of complexity of work;
6) skill level – set of requirements to level of training and the employee competence differentiated in parameters of complexity, non-standard of labor actions, responsibility and independence;
7) knowledge – result of assimilation of information by means of training and personal experience, set of the facts, the principles, theories and the practicians belonging to the sphere of training or work; qualification component which shall be exposed to assessment;
8) skills – the quality developed through training or carrying out certain researches of works also characterizes capability to accomplishment of certain intellectual or physical actions, both on workplace, and in ordinary life;
9) labor function – enrollment of the interconnected actions directed to the solution of one or several tasks of process of work;
10) abilities – capability to apply knowledge and to show competence for the purpose of implementation of activities and the solution of tasks (use of logical, intuitive, creative and practical thinking);
11) profession – degree of professional readiness of the worker, availability of knowledge, skills necessary for accomplishment of certain degree of complexity of work;
12) professional subgroup – the set of professions created by complete set of labor functions and competences, necessary for their accomplishment;
13) professional group – the set of professional subgroups having general integration basis (similar or close appointment, objects, technologies, including labor instruments) and assuming similar set of labor functions and competences for their accomplishment;
14) the individual program of abilitation and rehabilitation of person with disability (further – the individual program) – the document determining specific amounts, types and terms of carrying out abilitation and rehabilitation of person with disability on the basis of his individual requirements;
15) competence – employee ability to apply knowledge, abilities and experience in professional and labor activity;
16) the Industry Framework of Qualifications (IFQ) – component (subsystem) of national system of qualifications, the framework structure of the differentiated skill levels recognized in industry;
17) the National Frame of Qualifications (NFQ) – the system and structured description of levels of the qualifications recognized in the labor market.
3. Purpose of development of the professional standard: provide as system and the structured description of labor functions, relevant requirements to knowledge, abilities, skills and personal employee competences.
4. The standard determines bases of programs of preparation, advanced training of the worker and opportunity for continuous professional development.
5. Name of professions:
1) the chief of structural division (department, the sector, group) the organizations of social protection – the 7th skill level on ORK;
2) the specialist in social work (the social worker) – 4-6 skill levels on ORK;
3) the social worker – 4-5 skill levels on ORK;
4) the social worker by assessment and determination of need for special social services – the 6th skill level on ORK;
5) the consultant for social work (general profile) (Supervisor) - the 6th skill level on ORK;
6) the social psychologist – the 6th skill level on ORK;
7) the social worker with convicts in penal system – 6-7 skill levels on ORK.
