About measures for further development of the sphere of wine growing and winemaking in 2023 - 2026

For the purpose of further stable development of the sphere of wine growing and winemaking in the country, increase and cultivation of new promising varieties of industrial grapes, strengthening and financial support of providing processing enterprises with source of raw materials, training of qualified specialists, and also growth in volumes of export of vinogradarsky and wine-making products:

1. Approve within the Program of complex development of wine growing and winemaking in the republic in 2023 - 2026:

Target indicators of creation of new vineyards in 2023-2024, according to appendix No. 1 *;

The in-vitro laboratories created for procurement of saplings of grapes in regions of the republic according to appendix No. 2 *;

"Road map" on complex development of the vinogradarsky and wine industry in 2023 - 2026, according to appendix No. 3*.

Form project offices on ensuring execution of the measures determined by "Road map" and also target and forecast indicators under the leadership of the Chairman of the board of Ministers of the Republic of Karakalpakstan and hokim of areas.

2. Approve structure of Council for development of wine growing in the republic (further - Council), according to appendix No. 4*.

Assign the following tasks to Council:

decision making on specialization of the territories and areas of the republic in cultivation of grapes, determination of the most optimum areas of creation of vineyards, and also allocation of land;

determination of measures for wine growing development as national culture proceeding from the culture of national agriculture, values of our people created throughout centuries;

creation of chain of value added in the field of way of cultivation of grapes on big squares by methods of cluster and cooperation, development of offers on stimulation of storage, sorting and conversion of grapes;

broad development of wine growing in households and on the home parcels of land of the population, identification of new initiators and approval of the address program;

approval of measures for creation of national brands of domestic brands of grapes and to expansion of their export by promotion on the new markets;

development of school of sciences of wine growing and implementation of close integration of science and production for the purpose of evidence-based cultivation and creation of new productive stoneless varieties of grapes.

3. To khokimiyats of Turtkulsky, Ellikkalinsky, Asakinsky, Bulakbashinsky, Dzhalakuduksky, Hodzhaabadsky, Romitansky, Shafirkansky, Vabkentsky, Bakhmalsky, Zaaminsky, Gallyaaralsky, Farishsky, Yangiabadsky, Shakhrisabzsky, Kitabsky, Dekhkanabadsky, Guzarsky, Yakkabagsky, Hatyrchinsky, Nuratinsky, Yangikurgansky, Chustsky, Chartaksky, Kasansaysky, Bulungursky, Urgutsky, Dzhambaysky, Koshrabadsky, Altynsaysky, Baysunsky, Saryasiysky, Uzunsky, Sardobinsky, Havassky, Syr Darya, Bekabadsky, Parkentsky, Yangiyulsky, Zangiatinsky, Akhangaransky, Tashkent, Kibraysky, Urtachirchiksky, Altyaryksky, Besharyksky, Fergana, Yangibazarsky, Bagatsky, Hazaraspsky districts and the cities of Kuvasaya to create in 2023-2024 grapes plantations, everyone on 2 - 2,5 thousand hectares of land area, on the basis of "Altyaryksky experience".

At the same time to Council to approve procedure for allocation of land for landing of crops in the areas specified in this Item and also rendering practical and financial support to the families having agricultural experiment on cultivation of grapes and export-oriented products in the Fergana Valley.

4. To the Ministry of Agriculture together with the Ministry of investments, industry and trade and the Ministry of Economics and finance to allocate the raised preferential borrowing facilities of investors and the international financial institutions in the amount of 100 million US dollars for wine growing development, cultivation by methods of cluster and cooperation and conversion of grapes in 2023 - 2026.

5. Agree with offers of the Ministry of investments, the industry and trade and Ministry of Agriculture on the direction within the Upgrade of Agricultural Industry project of 5 million US dollars allocated for development of activities of the Agency on development of gardening and greenhouse facility, 3 million US dollars allocated for development of activities of the Agency on regulation of the alcoholic and tobacco market and development of winemaking, only 8 million US dollars of borrowed funds on development of activities of the Agency on development of agricultural industry (further - the Agency).

6. Implement since August 1, 2023 system of financial support of cultivation of grape products according to which:
