This Federal Law establishes the legal basis of activities in the field of hydrometeorology and areas (activities of hydrometeorological service), adjacent to it, and is aimed at providing needs of the state, physical persons and legal entities in hydrometeorological, heliogeophysical information, and also in information on state of environment, its pollution.

Chapter I. General provisions

Article 1. Basic concepts

For the purpose of this Federal Law the following basic concepts are applied:

hydrometeorological service - system of functionally integrated individual entrepreneurs, legal entities, federal executive bodies of the Russian Federation, executive bodies of subjects of the Russian Federation and State Atomic Energy Corporation "Rosatom" performing activities in the field of hydrometeorology and areas, adjacent to it (meteorologies, climatology, agricultural meteorology, hydrology, oceanology, heliogeophysics, area of active impacts on idrometeorologichesky processes), monitoring of condition and environmental pollution, including ionosphere and near-earth space, provision of information on state of environment, its pollution, about natural hazards;

monitoring of condition and environmental pollution - long-term observations of state of environment, its pollution and the natural phenomena occurring in it, and also assessment and the forecast of state of environment, its pollution;

stationary Item of observations of state of environment, its pollution (further - stationary Item of observations) - the complex including the parcel of land or part of the water area with the devices established on them and the equipment intended for determination of characteristics of the environment, its pollution;

mobile Item of observations of state of environment, its pollution (further - mobile Item of observations) - the complex including platform (the aircraft, the vessel or other swimming means, other vehicle) with the devices established on it and the equipment intended for determination of characteristics of the environment, its pollution;

the supervisory network - system of stationary and mobile Items of observations, including posts, stations, laboratories, centers, bureau, the observatories intended for observations of state of environment, the physical and chemical processes happening in the environment for determination of its meteorological, climatic, aerological, hydrological, oceanologic, heliogeophysical, agrometeorological characteristics, and also for determination of level of pollution of atmospheric air, soils, water objects including on hydrobiological indicators, and near-earth space;

the state supervisory network - the supervisory network of federal executive body in the field of hydrometeorology and areas, adjacent to it;

information on state of environment, its pollution of the data (data) which are come into as a result of monitoring fortune and environmental pollution;

information products - the summarized information received as a result of processing of data (data) intended for distribution or realization;

emergency information - without delay the passed-on storm warnings and (or) storm notifications, and also without delay the transmitted data on the actual and predicted sharp changes of weather and environmental pollution which can threaten life or health of citizens and to cause environmental damage;

information of general purpose - received and processed according to the procedure, established by federal executive body in the field of hydrometeorology and areas, adjacent to it, information on the actual and predicted state of environment, its pollution provided to users (consumers) free of charge;

specialized information - information which is provided by request of the user (consumer) and at the expense of its means;

works of federal appointment in the field of hydrometeorology and areas, adjacent to it, - works in the field of gidrometerologiya and areas, adjacent to it, including researches of hydrometeorological and geophysical processes in the atmosphere, on land surface, in the World Ocean, the Arctic and Antarctic, researches of condition of ionosphere and magnetic field of Earth, research in near-earth space regarding studying and forecasting of radiation situation, on areas of jurisdiction of the Russian Federation;

works of special purpose in the field of hydrometeorology and areas, adjacent to it, - the works in the field of hydrometeorology and areas, adjacent to it, custom-made individual entrepreneurs, legal entities, federal executive bodies of the Russian Federation, executive bodies of subjects of the Russian Federation and State Atomic Energy Corporation "Rosatom";

active impacts - impacts on hydrometeorological processes for the purpose of their regulation and reduction of possible harm from these processes to the population and economy;

the specialized organizations of active impacts on hydrometeorological processes - the legal entities (including the legal entities created in accordance with the established procedure by the Government of the Russian Federation) performing protection of agricultural plants against hailstorm, regulation of rainfall, dispersion of fogs and descent of avalanches;

hardly accessible stations - stations which are located at considerable distance from residential and rural locations in difficult physiographic conditions and with which there is no regular transport connection;

the producer of information products - the individual entrepreneur or the legal entity performing processing of data (data) received as a result of monitoring of condition and environmental pollution;

fund of data on state of environment, its zagryazneniisovokupnost of data (data) and information products which are subject to long-term use and storage;

works of regional appointment in the field of hydrometeorology and areas, adjacent to it, - the works in the field of hydrometeorology and areas, adjacent to it, providing realization of powers of subjects of the Russian Federation according to the prevention of emergency situations of intermunicipal and regional nature, natural disasters, epidemics and liquidation of their effects on the organization and implementation of intermunicipal programs and projects in the field of environmental protection and ecological safety, in objects of joint maintaining the Russian Federation and subjects of the Russian Federation;

storm warning - information on the predicted natural hazard; the storm notification - information on the begun natural hazard;

the natural hazard - the hydrometeorological or heliogeophysical phenomenon which on intensity of development, duration or the moment of origin can pose threat of life or to health of citizens and also can cause significant material damage;

hydrometeorological safety - condition of security of the vital interests of the personality, society and state from impact of natural hazards, climate changes.
