1. Approve the enclosed Rules of inclusion of industrial and innovative projects in the single card of industrialization.

2. To provide to committee of industrial development of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of inclusion of industrial and innovative projects in the single card of industrialization

Chapter 1. General provisions

1. These rules of inclusion of industrial and innovative projects in the single card of industrialization (further - Rules) are developed according to the subitem 2) of Item 3 of article 16 of the Law of the Republic of Kazakhstan "About the state statistics" and the subitem 11) of article 9 of the Law of the Republic of Kazakhstan "About industrial policy" (further - the Law), and also the subitem 48) of Item 15 of the Regulations on the Industry ministry and the construction of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 4, 2023 No. 864 "Some questions of the Industry ministry and construction of the Republic of Kazakhstan" and determine procedure for inclusion of industrial and innovative projects in the single card of industrialization.

2. In these rules the following basic concepts are used:

1) the Single card of industrialization - set of the industrial and innovative projects realized by subjects of industrial and innovative activities;

2) the Headquarters concerning the single card of industrialization (further - the Headquarters) - the commission under authorized body in the field of the state stimulation of the industry concerning consideration of projects for inclusion in the single map of industrialization with participation of representatives of authorized body in the field of the state stimulation of the industry, the industry ministries and departments, national holdings and institutes of development, and also other interested organizations;

3) responsible body - the state body responsible for implementation of the industrial and innovative project;

4) national institute of development in the field of industry development (further - national institute) - the subject of industrial and innovative system participating in the state stimulation of industrial and innovative activities, performing support of the single map of industrialization;

5) authorized body in the field of the state stimulation of the industry (further - authorized body) - the central executive body performing management in the field of the industry and also in limits, stipulated by the legislation the Republic of Kazakhstan, cross-industry coordination and participation in realization of the state stimulation of the industry;

6) measures of the state stimulation of the industry - the stimulation measures applied by the state for the purpose of development of processing industry and industrial and innovative activities, performed according to the Law;

7) the industrial and innovative project (further - the project) - complex of the actions realized during certain time directed to transfer of technologies, creation new (enhancement acting) productions and (or) implementation of innovative activities;

8) industrial and innovative system - set of the subjects of industrial and innovative system participating in the state stimulation of industrial and innovative activities, infrastructure and tools directed to stimulation of the industry and support of innovations in the Republic of Kazakhstan;

9) industrial and innovative activities - the activities connected with implementation of industrial and innovative projects taking into account providing ecological safety for the purpose of work performance improvement, promotion of domestic goods, works and services of processing industry on internal and (or) the foreign markets;

10) the subjects of industrial and innovative system participating in the state stimulation of industrial and innovative activities - the national managing holding created within measures for optimization of management system by institutes of development, financial institutions and to development of national economy, the national institutes of development, and also fund of development of the industry authorized on implementation of measures of the state stimulation of the industry;
