About measures for enhancement of activities of the State inspection of the Republic of Uzbekistan for supervision of safety of rail haulings
In pursuance of the Presidential decree of the Republic of Uzbekistan of December 9, 2003 and for the purpose of further enhancement of management system of the State inspectorate for supervision of safety of rail haulings the Cabinet of Ministers decides NUP-3358 "About Enhancement of System of Republican State Bodies":
1. Determine the main objectives of the State inspectorate of the Republic of Uzbekistan for supervision of safety of rail haulings (Uzgoszheldornadzor):
implementation of the state supervision and control of safety of transportations on rail transport of the Republic of Uzbekistan;
development, approval and control of execution of complex of the preventive measures aimed at safety of rail haulings;
the organization of licensing of activities in the sphere of rail transport;
development, approval and control of execution of regulating documents on railway operation of the Republic of Uzbekistan;
participation in examination of projects and work on acceptance in continuous or temporary operation of objects, products and technologies of rail transport regarding compliance to their established requirements.
2. Approve:
structure of the State inspectorate of the Republic of Uzbekistan for supervision of safety of rail haulings and its central office with the total extreme number of 48 units, including managerial personnel - 35 units, according to appendices No. No. 1 and 2;
the standard structure of regional branch of the State inspectorate of the Republic of Uzbekistan for supervision of safety of rail haulings according to appendix No. 3 (is not given);
Regulations on the State inspectorate of the Republic of Uzbekistan for supervision of safety of rail haulings according to appendix No. 4.
Permit the chief of the State inspectorate of the Republic of Uzbekistan for supervision of safety of rail haulings to make, if necessary, changes to structure of the Uzgoszheldornadzor within the established extreme number and expense budget on content.
3. Determine that content of the Uzgoszheldornadzor is performed for the account:
obligatory payments from income gained by legal entities from implementation of rail haulings in the amount of percent 0,15;
means of collection for consideration of the application about licensing for the right of implementation of activities for transportation of passengers and freights by rail.
4. Keep behind the State inspectorate of the Republic of Uzbekistan for supervision of safety of rail haulings location to the address: Tashkent, Ulitsa Turkestanskaya, 7.
5. Recognize invalid:
the resolution of the Cabinet of Ministers of March 3, 2001 No. 109 "About the organization of activities of the State inspection of the Republic of Uzbekistan for supervision of safety of rail haulings" (the joint venture of the Republic of Uzbekistan, 2001, No. 3, the Art. 15);
Item 12 of appendix to the resolution of the Cabinet of Ministers of May 1, 2002 No. 150 "About entering of amendments and changes into some decisions of the Government of the Republic of Uzbekistan" (the joint venture of the Republic of Uzbekistan, 2002, No. 5, the Art. 23);
item 4 of the Section II of appendix No. 9 to the resolution of the Cabinet of Ministers of August 21, 2003 No. 360 "About approval of regulations on licensing of separate types of activity in the sphere of transport" (the joint venture of the Republic of Uzbekistan, 2003, No. 8, the Art. 73).
6. To impose control over the implementation of this resolution on the deputy prime minister of the Republic of Uzbekistan R. F. Fayzullayev.
