1. Approve the enclosed Rules of maintaining the unified state register of the capital processing equipment for production of tobacco products, raw materials, nikotinsoderzhashchy products and nicotinic raw materials.

2. This resolution becomes effective since September 1, 2023, except for the subitem "zh" of item 4 and the subitem "v" of Item 5 of the Rules approved by this resolution which become effective since March 1, 2024.

Rules of maintaining the unified state register of the capital processing equipment for production of tobacco products, raw materials, nikotinsoderzhashchy products and nicotinic raw materials

1. These rules establish procedure for maintaining the unified state register of the capital processing equipment for production of tobacco products, raw materials, nikotinsoderzhashchy products and nicotinic raw materials (further respectively - the register, the capital processing equipment).

2. The register is kept by federal body on the control and supervision specified in Item 9 of part 1 of article 2 of the Federal law "About State Regulation of Production and Turnover of Tobacco Products, Tobacco Products, Nikotinsoderzhashchy Products and Raw Materials for Their Production", in information system of monitoring.

3. Maintaining the register includes entering into the register within 2 working days from the date of emergence of the bases specified in Item 5 of these rules, the data specified in item 4 of these rules and their storage.

Unique number is assigned to record about registration of the capital processing equipment in the register. The specified record is confirmation of the state registration of the capital processing equipment.

4. The register includes the following data:

a) the name (for the organizations), surname, name, middle name (in the presence) (for physical persons and individual entrepreneurs) the owner of the capital processing equipment;

b) identification taxpayer number of the owner of the capital processing equipment (for legal entities and individual entrepreneurs);

c) address (location) of the owner of the capital processing equipment;

d) type of the capital processing equipment (with indication of brand (model), serial (factory) number (in the presence) and (or) other data allowing to identify the capital processing equipment);

e) address (location) of the capital processing equipment;

e) date and number of the decision on the state registration of the capital processing equipment or the decision on the state registration of the capital processing equipment in connection with modification of data on the capital processing equipment;

g) data on preservation or degreasing of the capital processing equipment with indication of number and date of creation of the act of preservation or degreasing of the capital processing equipment;

h) date of creation of the act of utilization, destruction or loss of the capital processing equipment.

5. The bases for entering of data into the register are:

a) decision making about the state registration of the capital processing equipment;

b) decision making about the state registration of the capital processing equipment in connection with modification of data on the capital processing equipment;

c) creation of the act of the preservation of the capital processing equipment provided by part 4 of article 3 of the Federal law "About State Regulation of Production and Turnover of Tobacco Products, Tobacco Products, Nikotinsoderzhashchy Products and Raw Materials for Their Production", or act of degreasing of such capital processing equipment;

d) decision making about correction of technical mistake.

6. The technical mistakes made in the records entered in the register improve according to the solution of the authorized officer of federal body on control and supervision, stipulated in Item 2 these rules, within 5 working days from the date of their detection by entering into the register of new record with reference to the record containing technical mistake.
