The detailed customs import/export declaration on natural gas is supplied to customs post "Transit Gas the Center" (2310) the Central customs authority through the SI of "ASYCUDA World", and the customs import/export declaration on the electric power moves according to regulations of the Order of the CEO of Customs Service No. 436-O/2017 on determination of places of customs clearance of goods.

3. The operator of stationary transport installation on transportation of natural gas represents on customs post "Transit Gas the Center" (2310) Customs bureau to Chentr to the 20th the document confirming the amounts of natural gas transported by stationary transport installations for the last month according to the sample stated in annex No. 1 to the Instruction about customs control of the goods moved with stationary transport installations.

4. The operator of stationary transport installation of the electric power represents to competent customs to the 20th confirmation of quantity of the electric power moved through system of transmission of electricity within the last month according to the sample stated in annex No. 2 to the Instruction about customs control of the goods moved with stationary transport installations.

5. To confer responsibility for execution of this order on chiefs of customs bureaus which inform officials of customs authorities, customs brokers, customs applicants and operators stationary transport installations.

6. To impose control of execution of this order on Department of the income and customs control.

7. Declare invalid the Provision of the CEO of Customs department of the Republic of Moldova No. 7923 of 28.10.2002 about customs control and customs clearance of the electric power when crossing customs border of the Republic of Moldova (The official monitor of the Republic of Moldova, 2003, by Art. I. General provisions

1. The instruction about customs control of the goods moved with stationary transport installations (further - the Instruction), regulates rules of procedure of carrying out customs control of the goods moved with stationary transport installations.

2. For the purposes of this Instruction the following terms mean:

1) the operator of stationary transport installation - the operator of transport system in the sector of natural gas, the power industry created on customs area of the Republic of Moldova which moves goods through customs border;

2) physical control - set of the actions directed to determination of goods quantity, moved with stationary transport installations through customs border of the Republic of Moldova;

3) the act of confirmation of the goods transported by stationary transport installations - the act confirming goods quantity, transported by stationary transport installations through connection points / between lines of connection;

4) parallel work - process of the synchronous and interconnected work of power supply system of the Republic of Moldova with power supply systems of neighboring countries which leads to the cross-border overflows of capacity and the electric power caused by specific operating modes;

5) transfer of technological flows of the electric power - the passing of the electric power through customs border of the Republic of Moldova between power supply systems (or their parts) neighboring countries happening in the course of parallel work of power supply systems for the purpose of maintenance of their parameters (or their parts) which are subject to compensation:

a) financial with certain frequency;

b) return, naturally, to subsequent periods (monthly, quarterly, etc.).

II. Customs control

3. The goods moved with stationary transport installations through customs border of the Republic of Moldova are under customs control from the moment of crossing of customs border before their registration on the corresponding customs procedure.

4. For the purpose of the transit mode, in case when goods are transported by means of stationary transport installations, person responsible for the mode, the operator of stationary transport installation from the Republic of Moldova is.

5. The customs regime of transit for the goods moved with stationary transport installations is performed in such a way that responsible for customs regime fixes in the documents each import and commodity exportation from customs area of the Republic of Moldova.

9. The procedure of transit of the loads transported by stationary transport installations is considered complete when:

1) in business documentation of the receiver the corresponding record is made; or

2) the operator of stationary transport installation certifies that the goods transported by stationary transport installation:

a) arrived to organization of the receiver;

b) are accepted in distribution network of the receiver; or

c) left customs area of the Republic of Moldova.
