About the international car insurance

For the purpose of acceptance of additional measures for protection of valuable interests of citizens and the organizations:

1. Determine that:

1.1. The Belarusian bureau on transportation insurance (further - the Belarusian bureau):

represents the Republic of Belarus concerning obligatory civil liability insurance of owners of vehicles, in addition to the international system of car responsibility insurance "Green card", in other international systems of obligatory civil liability insurance of owners of vehicles which participant is the Republic of Belarus (further - the international systems of insurance), in other states which are not members of the international systems of insurance;

concludes with authorized organizations of state members of the international systems of insurance or the states which are not members of the international systems of insurance, the agreement on cooperation;

notifies the state bodies exercising control of availability at owners (drivers) of vehicles of agreements of obligatory civil liability insurance of owners of vehicles on the conclusion of agreements on cooperation about day of their introduction in force, and also brings this information to the attention of other interested persons, including by means of its placement on the official site on the global computer Internet;

1.2. owners (drivers) of the vehicles registered in the Republic of Belarus in case of departure to the countries with which authorized organizations the Belarusian bureau signed agreements on cooperation can sign agreements of the international insurance according to the procedure and on the conditions established in Chapter 13 of the Regulations on insurance activity in the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 25, 2006 No. 530, and also the Presidential decree of the Republic of Belarus of August 25, 2006 No. 531 "About establishment of the sizes of insurance rates, premiums, responsibility limits of separate types of compulsory insurance" for the insurance contracts "Green card".

In the territory of the Republic of Belarus the agreements of the international insurance signed with insurance company of the state with which authorized organization the Belarusian bureau signs the agreement on cooperation are effective;

1.3. the document of the established sample certifying the conclusion of the agreement of the international insurance is the insurance certificate;

1.4. in case of departure from the Republic of Belarus of the vehicle registered in the Republic of Belarus, the driver does not show at check points through Frontier of the Republic of Belarus to service employees of territorial authority of the border service, customs authority the insurance certificate.

Lack of the insurance certificate and not conclusion of the insurance contract "Green card", the agreement of the international insurance do not interfere with export of the vehicle registered in the Republic of Belarus from the territory of the Republic of Belarus.

2. For the purposes of this Decree terms in the values determined in appendix 1 are applied.

3. Make changes to presidential decrees of the Republic of Belarus (appendix 2).

4. This Decree becomes effective after its official publication and extends the action to the relations which arose since June 1, 2023.

List of terms and their determinations

1. The agreement of the international insurance - the agreement of obligatory civil liability insurance of owners of the vehicles leaving in foreign states, signed within agreements on cooperation.

2. The agreement on cooperation - the agreement on cooperation in insurance field of the civil responsibility of owners of vehicles which can include agreements on mutual recognition of agreements of such insurance, mutual settlement of compensation of harm and ensuring settlings with the victims in the road accidents, concluded in writing by the Belarusian bureau with authorized organization of state member of the international system of the insurance or the state which is not the member of the international system of insurance irrespective of, such agreement in the form of one document or several documents connected among themselves is constituted.

3. Other terms and their determinations are used in the values established in Items 2 and 149 of the Regulations on insurance activity in the Republic of Belarus.

1. In the Presidential decree of the Republic of Belarus of December 1, 1999 No. 701 "About approval of the Charter of the Belarusian bureau on transportation insurance":

state Item 1 in the following edition:

"1. Approve the Charter of the Belarusian bureau on transportation insurance it (is applied).";

in the Charter of the Belarusian bureau on transportation insurance approved by the Decree:

to exclude from the paragraph of the eighth Item 5 and the paragraph of the sixth Item 36 of the word "Republic of Belarus";

in the paragraph the second Item 6 the word "card"," shall be replaced with words "card" (further - the Green card system), in other international systems of obligatory civil liability insurance of owners of vehicles which participant is the Republic of Belarus (further - the international systems of insurance), in other states which are not members of the international systems of insurance and also";

in Item 8:

to exclude from the paragraph of the third word "Republic of Belarus";

the tenth and eleventh to state paragraphs in the following edition:

"concludes with authorized organizations of state members of the Green card system of the agreement on mutual recognition of agreements of such insurance, and also about mutual settlement of compensation of harm and ensuring settlings with the victims, authorized organizations of state members of the international systems of insurance or the states which are not members of the international systems of insurance, the agreement on cooperation;

represents the Republic of Belarus in bodies and the organizations of foreign states for membership and activities in the Green card system, the international systems of insurance, and also in bodies and the organizations of the states which are not members of the international systems of insurance concerning obligatory civil liability insurance of owners of vehicles;";
