About approval of the Concept of the Integrated information system of public finance

Based on Items c) and d) article 22 of the Law No. 467/2003 on informatization and the state information resources (The official monitor of the Republic of Moldova, 2004, Art. No. 6-12, 44), with subsequent changes, DECIDES: the Government

1. Approve the Concept of the Integrated information system of public finance it (is applied).

2. Provide to the Ministry of Finance implementation, functioning and continuous development of the Integrated information system of public finance.

3. To provide to public institution "Center of information technologies in finance" technical administration, servicing and development of the Integrated information system of public finance, and also implementation of the safety requirements established by regulations in the respective area.

4. To perform creation, administration, servicing and development of the Integrated information system of public finance for the account and within the assignments approved on these purposes in the budget of the Ministry of Finance.

5. Provide to the Ministry of Finance development of provisions for each information resource of the Integrated information system of public finance.

6. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

The concept of the Integrated information system of public finance

Introduction

Management of public finance is of great importance for any government which wants to support the finance according to the procedure and to have opportunity to provide high-quality services to citizens. It can be complex challenge as various public institutions and information systems which do not interact with each other are involved in it.

The concept of the Integrated information system of public finance (further - IISPF) establishes the purposes, tasks and functions of system, functional space, organizational structure and the legal basis, and also the documents of system necessary for its creation, administration and functioning, including technological infrastructure and measures for safety and information security.

Thanks to implementation of IISPF the Ministry of Finance will improve quality and availability of information necessary at various stages of management of public finance, such as preparation of the budget, revenue management, control of obligations and payments, liquidity management, debt management, assets and liabilities, management and monitoring of public procurements, and also internal managerial supervision and internal audit.

The role of IISPF is in connecting, accumulating, processing and then to continuously provide information to all parties of the budget system, making the significant contribution to stabilization, transparency and improvement of control over public finance in the Republic of Moldova.

In a broad sense IISPF can be determined as set of decisions for automation - the engine of reforms of public finance which allows public administrations, state bodies to plan, to perform and control the budget, helping to place priorities, to perform and report on expenses, and also to collect the income and to represent the reporting on them.

IISPF will provide the single information infrastructure in the sphere of public finance of the Republic of Moldova created by way of integration of information resources of the Ministry of Finance to centralized information system with single configuration and with ensuring safe and reliable access to its appendices and resources.

IISPF represents system which provides management of budget, financial and accounting transactions in the public sector and promotes more effective management of public finance, with centralized accounting of the income and expenses of the public sector.

IISPF integrates the budget, accounting processes, management of treasury and debt of the public sector / public debt and creates the relevant reporting documents.

Use of IISPF provides effective distribution of the budget resources and control of public expenses.

Thus, the modern system provides integrity of planning and development of the budget, integrity of financial accounting, systematizes data on budgetary appropriations and costs for the programs and projects performed within the central and local authorities of public management.

Implementation of IISPF will allow to enter the modern mechanism of data processing and electronic communication between divisions of the Ministry of Finance, the State Tax Administration, Customs Service, National cash desk of social insurance, National medical insurance company, National Bank of Moldova and commercial banks.

Divisions of the central and local authorities of public management, budgetary institutions and public bodies on self-government will be connected to system.

The electronic communication with other bodies of public management for the purpose of use of data IISPF will be performed only through platform of interoperability (MConnect), according to provisions of regulations in the field of data exchange and interoperability.

IISPF of the Ministry of Finance performs certain functions, namely: preparation and approval of the budget, management of budgetary appropriations, management of obligations, management of payments and receipts, management of cash flows, financial accounting and the financial reporting, monitoring of debt of the public sector / public debt and process of public procurements, internal managerial supervision and internal audit in the public sector, and also storage and information analysis.

Registering information in the integrated system using general meanings, users of IISPF can get access to system and take the specific information necessary for them for accomplishment of various functions and tasks, and also can receive the reports generated by system.

Users from the Ministry of Finance, and also the central bodies of public management, local authorities of public management, budgetary institutions and public organizations on self-government will have access to IISPF and will be able to use the program of data on transactions in real time and modern electronic communication, exchanging data among themselves.

In addition to the listed above business processes, IISPF will also provide to the Ministry of Finance, other ministries, the state agencies and other budgetary institutions, and also territorial administrative units of the Republic of Moldova functions of financial accounting and the treasurer reporting.
