About implementation of the pilot project on enhancement of procedure for provision to the population of subsidies for expense recovery for payment of housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel

Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of social policy and the Ministry of digital transformation concerning realization within two years from the date of entry into force of this resolution of the pilot project on enhancement of procedure for provision to the population of subsidies for expense recovery for payment of housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel.

2. Approve the Procedure for implementation of the pilot project on enhancement of procedure for provision to the population of subsidies for expense recovery for payment of housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel which is applied.

3. Bring the enclosed changes in resolutions of the Cabinet of Ministers of Ukraine.

4. To provide to the pension fund of Ukraine:

1) technical capability of collection, processing, transfer, storage of information on persons addressing for purpose of housing subsidy, and forming of the statement for appointment and provision of housing subsidy and the declaration on the income and expenses of faces which addressed for purpose of housing subsidy, in the forms established by appendices 1 and 2 to the Regulations on procedure for purpose of housing subsidies approved by the resolution of the Cabinet of Ministers of Ukraine of October 21, 1995 No. 848 "About simplification of procedure for provision to the population of subsidies for expense recovery for payment of housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel" (ZP of Ukraine, 1996, No. 2, Art. 76; Official Bulletin of Ukraine, 2000, No. 5, Art. 178; 2019, No. 69, Art. 2390; 2021, No. 91, Art. 5880; 2022, No. 80, the Art. 4826), means of the web portal of electronic services of the Pension fund of Ukraine, including mobile application of the Pension fund, and its application according to the approved this resolution Rather;

2) provision monthly to the Ministry of Finance of information on receivers of the housing subsidy including appointed according to the Procedure approved by this resolution for carrying out verification, and processing of the recommendations received according to the Law of Ukraine "About verification and monitoring of the state payments";

3) technical completion of the web portal of electronic services of the Pension fund of Ukraine, including mobile application of the Pension fund, for possibility of filing of application about appointment and provisions of housing subsidy according to the Procedure approved by this resolution;

4) data processing according to the procedure, determined by the legislation on personal data protection.

5. Within a month from the date of entry into force of this resolution to provide to the ministry of digital transformation technical completion of the Single state web portal of electronic services for possibility of filing of application about appointment and provisions of housing subsidy according to the Procedure approved by this resolution.

6. To the ministry of development of communities, territories and infrastructures, to the Department of Energy, the National commission performing state regulation in spheres of power and utilities, regional and Kiev city to public administrations (military authorities) together with the local government bodies managing apartment houses, contractors of utilities, other companies, organizations and the organizations performing charge of payment for housing and communal services, charge of fees/payments on payment of expenses on management of the apartment house and utilities, other payments determined by the Law of Ukraine "About housing and communal services" and the agreement on provision of utilities (data processing centers, settlement centers, the centers of charge of payment for housing and communal services, the centers of municipal management systems) at the request of the Pension fund of Ukraine to provide representation within five working days of the information/data necessary for purpose of housing subsidies for the population, electronically through private office of local government body, managing apartment houses, the contractor of the utilities, other companies, organizations and the organizations performing charge of payment for housing and communal services, charge of fees/payments on payment of expenses on management of the apartment house and utilities, other payments determined by the Law of Ukraine "About housing and communal services" and the agreement on provision of utilities (data processing centers, settlement centers, the centers of charge of payment for housing and communal services, the centers of municipal management systems) on the web portal of electronic services of the Pension fund of Ukraine.

In the absence of such possibility of the information/data, necessary for purpose of housing subsidies for the population, move in paper form in territorial authority of the Pension fund of Ukraine for entering into means of the web portal of electronic services of the Pension fund of Ukraine.

7. To the ministry of social policy during action of the pilot project for enhancement of procedure for provision to the population of subsidies for expense recovery for payment of housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel to inform twice a year till May 10 and till November 10 the Cabinet of Ministers of Ukraine on its realization and till April 15, 2025 to submit suggestions for improvement of the legislation in the sphere of provision of housing subsidies for payment of housing and communal services, acquisition of solid and liquid oven household fuel and the liquefied gas.
