About approval of Rules of forming of individual identification number

According to article 6 of the Law of the Republic of Kazakhstan "About national registers of identification numbers", PRIKAZYVAYU:

1. Approve Rules of forming of individual identification number according to appendix to this order;

2. To provide to committee of migratory service of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) of this Item.

3. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan and the Committee of migratory service of the Ministry of Internal Affairs of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of forming of individual identification number

Chapter 1. General provisions

1. These rules of forming of individual identification number (further - Rules) are developed according to subitem 2-1) of article 6 of the Law of the Republic of Kazakhstan "About national registers of identification numbers" and determine procedure for forming of individual identification number.

Chapter 2. Forming of individual identification number

2. Individual identification number (further - IIN) represents unique combination from 12 figures, is generated for physical person in case of primary registration in information production system of production of documents. Forming of IIN happens automatically taking into account the principles of uniqueness and invariance. For the purpose of preserving integrity of data of information banks of various levels using in structure of data IIN it is not subject to any modification or regeneration from the moment of initial forming.

For the purpose of control and decrease in errors of keyboard input as a part of IIN availability of the control 12th category when which calculating the following algorithm in two cycles will be used is provided:

a12 = (a1*b1 + a2*b2 + a3*b3 + a4*b4 + a5*b5 + a6*b6 + a7*b7 + a8*b8 + a9*b9 + a10*b10 + a11*b 11) mod 11, where:

ai - i-go value of the category IIN;

bi - weight і - go the category.

If the received number is equal 10, that calculation of the control category is made with other sequence of scales:

value of the category IIN: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11;

category weight: 3, 4, 5, 6, 7, 8, 9,10, 11, 1, 2.

If the received number matters from 0 to 9, that this number undertakes as the control category.
