procedure for dispute settlement and disagreements;

procedure for consideration of requests and claims of the users of platform of digital ruble directed in connection with servicing under the agreement of the account of digital ruble;

procedure of control of observance of rules of platform of digital ruble;

order of interaction of platform of digital ruble with payment system of the Bank of Russia.

Chapter 1. General provisions

1.1. The Bank of Russia, being operator of platform of digital ruble, performs the following functions:

provided by part 11 of article 30.7 of the Federal Law of June 27, 2011 No. 161-FZ "About national payment system" (further - the Federal Law No. 161-FZ);

makes transactions with digital rubles on platform of digital ruble;

performs procedures of acceptance to execution of orders about making of transactions with digital rubles (further - orders) users of platform of digital ruble (further - users of platform);

performs procedures of acceptance to execution of orders of claimants of the means or other persons realizing the powers provided by the Federal Laws, specified in part 9 of article 7.1 of the Federal Law No. 161-FZ (further - claimants of means);

performs acceptance and consideration of addresses of the participants of platform of digital ruble who are operators on money transfer, except for the foreign banks (further - participants of platform) including constituted based on requests and claims of users of platform on the questions connected with making of transactions with digital rubles, access to platform of digital ruble, and also receipt of information on remaining balance of the digital rubles considered on the account of digital ruble.

1.2. The participant of platform performs the following functions:

provides to the user of platform access to platform of digital ruble;

performs acceptance to execution of orders of the user of platform to which it provides access to platform of digital ruble, and sends them to the Bank of Russia in case of successful completion of procedures of acceptance to execution;

performs acceptance to execution of orders on paper and sends them to the Bank of Russia in case of successful completion of procedures of acceptance to execution;

provides to the Bank of Russia on its request information on the operations of the user of platform performed by it in case of interaction with the participant of platform (including the actions directed to the conclusion of the agreement of the account of digital ruble), and also about own actions in case of interaction of the participant of platform with the user of platform and with the Bank of Russia;

provides information and technological interaction between the Bank of Russia and the user of platform by provision to the user of platform of access to platform of digital ruble, and also when implementing payments with digital rubles;

provides to the user of platform on its request the information on remaining balance of the digital rubles considered on its account of digital ruble performs acceptance of the requests and claims of the user of platform directed in connection with servicing under the agreement of the account of digital ruble;

gives opportunity of suspension, renewal and termination of access for the user of platform to platform of digital ruble.

1.3. The Bank of Russia provides functioning of platform of digital ruble in the round-the-clock mode daily, including output, non-working holidays, and also the non-working days with preserving for workers of the salary (further - non-working days) established by the legislation of the Russian Federation.

The round-the-clock mode of functioning of platform of digital ruble is provided with the Bank of Russia by establishment of the beginning of the period of functioning of platform of digital ruble without delay after the termination of previous period of functioning of platform of digital ruble at 00:00 Moscow time.

1.4. The Bank of Russia provides execution of orders in process of their revenues to platform of digital ruble without delay in case of successful completion of procedures of acceptance to execution.

1.5. Participants of platform by provision to users of platform of access to platform of digital ruble and possibility of making of transactions with digital rubles shall use the graphic symbol of ruble for making of transactions with digital rubles approved by the Bank of Russia according to Item 2.1 of article 4 of the Federal Law of July 10, 2002 No. 86-FZ "About the Central bank the Russian Federation (Bank of Russia)" (further - the Federal Law No. 86-FZ), including by placement of this graphic symbol of ruble in the software used by users of platform for making of transactions with digital rubles.
