1. Approve:

1) Requirements to the integrated chip used in case of production of identity documents according to appendix 1 to this order;

2) Rules of entering of identification number in integrated chip, according to appendix 2 to this order.

2. To provide to committee of migratory service of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) of this Item.

3. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan and the Committee of migratory service of the Ministry of Internal Affairs of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Appendix 1

Requirements to the integrated chip used in case of production of identity documents

1. Requirements imposed to the integrated chip (chip) used in case of production of the passport of the citizen of the Republic of Kazakhstan, the certificate of the stateless person, the diplomatic passport of the Republic of Kazakhstan, the service passport of the Republic of Kazakhstan and the travel document include availability:

1) the chip conforming to the international standard ISO 14443 (And or In) with memory size at least 64 KB;

2) protection against unauthorized reading of information from the chip (Basic Access Control);

3) records in the chip of visual data, including digital photo;

4) possibilities of record in the chip of biometric data (prints of two fingers in encrypted form);

5) possibilities of reading of the passport, the certificate of the stateless person and the travel document on reading devices according to recommendations of International Civil Aviation Organization (further - ICAO).

2. Requirements imposed to the integrated chip used in case of production of the identity certificate and residence permit of the foreigner in the Republic of Kazakhstan include availability:

1) the dual chip (one chip with two interfaces), with memory size at least 64 KB;

2) protection against unauthorized reading of information from the chip (Basic Access Control);

3) records in the chip of visual data, including digital photo;

4) possibilities of record in the chip of biometric data (prints of two fingers in encrypted form);

5) possibilities of reading of the identity certificate on reading devices according to recommendations of ICAO;

6) the cryptographic coprocessor in the chip for generation of keys for the electronic and digital signature of the owner of the document.

Algorithms of cryptographic transformation shall be compatible to the algorithms used by National certification center of the Republic of Kazakhstan.

Rules of entering of identification number in integrated chip

1. These rules of entering of identification number in integrated chip are developed for the purpose of implementation of the Law of the Republic of Kazakhstan "About national registers of identification numbers" and determine procedure for entering of identification number in the integrated chip placed on identity documents.

2. Entering of individual identification number in integrated chip is made during personalisation on the specialized equipment.

3. Personalisation represents completely automated processes which are not requiring intervention from personnel.

4. Personalisation consists of two processes: process of visual personalisation of data and process of personalisation of integrated chip.

5. Process of visual personalisation of data is drawing personal data, including the facsimile and personal signature on the relevant documents.

6. Process of personalisation of integrated chip is record of personal data, including identification number, and also biometric elements and the digital signature in integrated chip of the electronic document for their further storage and reading.

7. For enciphering of fingerprints the algorithm of symmetric enciphering with generation in the closed production cycle of unique confidential key is applied to each document.

8. Personalisation of electronic documents is supplied with the high level of safety which is ensured by the closed work cycle, features of access control of personnel and the equipment.

9. Efficiency of personalisation is maintained by means of the modules of management and quality assurance which are built in the specialized equipment.

10. In completion of process of personalisation of integrated chip the chip transfer procedure in the protected condition excluding any change of personal data on the chip is performed.

11. Upon completion of personalisation processes, information brought in integrated chip of the document is verified by the module of control reading of the specialized equipment.
