1. Approve the instruction on the organization of anti-terrorist protection of subjects to drinking water supply of settlements, vulnerable in the terrorist relation, according to appendix to this order.

2. To provide to committee on cases of construction and housing and communal services of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To local executive bodies within six months after approval of this order to provide allocation of budgetary funds for material equipment of the strategic objects belonging to legal entities in whose authorized capital the state directly or indirectly holds controlling stock (share).

4. To the first heads of subjects to drinking water supply, vulnerable in the terrorist relation, performing activities in the field of water supply within six months after approval of this order to provide actions in investing programs on material equipment of strategic objects.

5. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

6. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. This Instruction on the organization of anti-terrorist protection of subjects to drinking water supply of settlements, vulnerable in the terrorist relation (further – the Instruction), is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism", requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305 and determine requirements to the organization of anti-terrorist protection of subjects to drinking water supply of settlements, vulnerable in the terrorist relation.

2. The instruction is held for use business entities in industry of water supply of the Republic of Kazakhstan for the purpose of the organization of protection of subjects to drinking water supply.

The instruction extends to subjects to drinking water supply, including: the water intaking constructions providing supply of drinking water to water consumers in number of more than 5000 (five thousand) people carried to objects, vulnerable in the terrorist relation, according to Rules and criteria of reference of objects to vulnerable in the terrorist relation, approved by the resolution the Government of the Republic of Kazakhstan of April 12, 2021 No. 234 (further - Rules).

The instruction disaggregates approaches to ensuring protection of production facilities in industry of water supply of settlements of the Republic of Kazakhstan, including their technical reinforcement, to procedure for the organization of protection, implementation throughput and in object the modes, and also to maintaining the corresponding documentation.

3. The main objectives of the instruction are determination of industry safety requirements of subjects to drinking water supply, vulnerable in the terrorist relation, for the purpose of the prevention and suppression of illegal encroachments.

4. In this Instruction the following basic concepts are used:

1) measures of primary reaction – the complex of priority actions undertaken by personnel of object and employees, workers of the subject of security activities, directed to timely informing authorized state bodies on threat or making of the act of terrorism, and also actions for minimization and liquidation of possible effects of the act of terrorism (assistance in implementation of primary and investigative actions by forces of emergency (primary) reaction, first aid by the victim, evacuation and so on);

2) drinking water supply – the engineering procedure providing fence, preparation, storage, transportation and supply of drinking water to water consumers;

3) check-point – specially equipped place intended for ensuring control, the omission, examination of people and vehicles;

4) system of video surveillance - set of surveillance cameras, data lines, program and technical means and storage of videos, and also the program and (or) technical means of management performing information exchange among themselves;

5) system of lighting – set of the technical means allowing to provide the necessary level of illumination for system of video surveillance, visibility of people and vehicles on object in night-time;

6) technical reinforcement – the structural elements, engineering, technical means and (or) their set providing necessary counteraction to unauthorized penetration on object or its parts;

7) the alarm system – set jointly the operating technical means intended for detection of unauthorized penetration into the protected zone (site), violation of integrity of the protected zone (site), collection, processing, transfer and submission of information in the set type on violation of integrity of the protected zone (site);

8) control and management system for access – set technically the compatible hardware and (or) the software intended for access control, differentiation of the rights to entrance and (or) exit to object and (or) its separate zones of personnel and visitors, collection and storage of information;

9) personnel of objects – the heads, workers, employees of object including performing activities on its leased premises;

10) object perimeter – object border according to documents of title;
