1. Approve the enclosed Rules of implementation of support of initiatives of development of social entrepreneurship by state bodies, national holdings, national institutes of development and other organizations.

2. To provide to department of policy of development of entrepreneurship of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its placement on Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the first vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of implementation of support of initiatives of development of social entrepreneurship by state bodies, national holdings, national institutes of development and other organizations

Chapter 1. General provisions

1. These rules of implementation of support of initiatives of development of social entrepreneurship by state bodies, national holdings, national institutes of development and other organizations (further - Rules) are developed according to article 20 of the Entrepreneurial code of the Republic of Kazakhstan (further - the Code) and determine procedure of support of initiatives of development of social entrepreneurship by state bodies, national holdings, national institutes of development and other organizations.

2. In these rules the following basic concepts are used:

1) social entrepreneurship - the business activity of subjects of social entrepreneurship promoting the solution of social problems of citizens and societies, performed in accordance with the terms, stipulated in Article 79-3 Codes;

2) initiative of development of social entrepreneurship - the entrepreneurial initiative of subjects of social entrepreneurship directed to the solution of social problems of citizens and society, performed in accordance with the terms, stipulated in Article 79-3 Codes;

3) subjects of social entrepreneurship are the individual entrepreneurs and legal entities (except for subjects of big business) included in the register of subjects of social entrepreneurship;

4) the register of subjects of social entrepreneurship (further - the register) - the electronic database containing the information about the individual entrepreneurs and legal entities who are subjects of social entrepreneurship namely:

name of the individual entrepreneur or name and registration date of the legal entity;

identification number;

legal address (location);

date of entering into the register of subjects of social entrepreneurship;

category of the subject of social entrepreneurship;

5) authorized body on entrepreneurship - the central executive body of the Republic of Kazakhstan performing management and cross-industry coordination in the field of development and support of private entrepreneurship;

6) national institutes of development - the financial, consulting, innovative, service organizations created according to the decision of the Government of the Republic of Kazakhstan in form of business of joint-stock companies which main goal of activities is projects implementation in the field of industrial and innovative development and support of entrepreneurship;

7) national holding - joint-stock company, the founder and which single shareholder if other is not established by the laws of the Republic of Kazakhstan, the Republic of Kazakhstan on behalf of the Government of the Republic of Kazakhstan is, created for effective management of shares of the national companies and other joint-stock companies and shares in the authorized capital of limited liability partnerships;

8) National chamber of entrepreneurs of the Republic of Kazakhstan (further - Scientific Production Enterprise) - the non-profit organization representing the union of subjects of entrepreneurship, created for the purpose of favorable legal, economic and social conditions for realization of entrepreneurial initiative and development of mutually advantageous partnership between business community and public authorities of the Republic of Kazakhstan, and also stimulation and support of activities of associations of individual entrepreneurs and (or) legal entities in the form of association (union);

9) special fund of development of entrepreneurship - the legal entity created according to the decision of the Government of the Republic of Kazakhstan which controlling stock the national managing holding which main objective of activities is assistance to high-quality development of private entrepreneurship in the Republic of Kazakhstan by means of provision of financial and non-financial support of private entrepreneurship owns.

Chapter 2. Procedure of support of initiatives of development of social entrepreneurship by state bodies, national holdings, national institutes of development and other organizations

Paragraph 1. Implementation of support of initiatives of development of social entrepreneurship

State bodies, national holdings, national institutes of development and other organizations take measures for informing subjects of social entrepreneurship on available measures of the state support, including through mass media, and also by placement of the relevant information on the Internet resources according to the subitem 6) of article 10 of the Law of the Republic of Kazakhstan "About information access".

4. The local executive body after inclusion of the subject of social entrepreneurship in the register notifies him in a month on available measures of the state support by placement of the relevant information on the Internet resource according to the subitem 6) of article 10 of the Law of the Republic of Kazakhstan "About information access".
