About approval of the Concept of legal policy of the Kyrgyz Republic for 2023-2026
For the purpose of implementation of the National development program of the Kyrgyz Republic till 2026 approved by the Presidential decree of the Kyrgyz Republic of October 12, 2021 No. 435, being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:
1. Approve:
- The concept of legal policy of the Kyrgyz Republic for 2023-2026 (further - the Concept) according to appendix 1 to this Decree;
- The actions plan on implementation of the Concept (further - the Plan) according to appendix 2 to this Decree.
2. Recommend to Jogorku Kenesh of the Kyrgyz Republic:
- together with the Prosecutor General's Office of the Kyrgyz Republic, the Supreme Court of the Kyrgyz Republic, the Ombudsman (Акыйкатчы) of the Kyrgyz Republic, Audit Chamber of the Kyrgyz Republic, the Cabinet of Ministers of the Kyrgyz Republic in time, established by the Plan to develop and approve:
procedure for carrying out monitoring of law enforcement for achievement of the expected purposes by quality assurance of the legislation, and also efficiency evaluation (effectiveness) of the legislation;
order of interaction of legislative, judicial, executive bodies in case of legal (law-enforcement) monitoring;
the new mechanism of implementation by Jogorku Kenesh of the Kyrgyz Republic of control of carrying out in life of the laws of the Kyrgyz Republic.
3. Recommend to the Supreme Court of the Kyrgyz Republic together with the Ministry of Justice of the Kyrgyz Republic at the scheduled time to develop and approve order of interaction of the Ministry of Justice of the Kyrgyz Republic with the Supreme Court of the Kyrgyz Republic for elimination of the problems of the legislation revealed in case of administration of law.
