About development of business activity in the field of preschool education and additional measures for increase in scope of children preschool education

For the purpose of implementation of the Law of the Kyrgyz Republic "About education" and the National development program of the Kyrgyz Republic till 2026 approved by the Presidential decree of the Kyrgyz Republic "About the National development program of the Kyrgyz Republic till 2026" of October 12, 2021 No. 435, of increase in scope of children preschool education and developments of services of provision of preschool education according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Determine that:

- legal entities and physical persons (individual entrepreneurs) perform educational sales activity of programs of preschool education on the basis of the notification sent to authorized state body in the field of education;

- services of preschool education can be provided in premises by individual entrepreneurs according to the minimum requirements of sanitary and fire safety of conditions of stay of children under the organization of services of preschool education;

- the authorized tax authority till June 1 of the year following after accounting year sends the received data in the form of the electronic document to National Statistical Committee of the Kyrgyz Republic.

1-1. Approve the notification procedure about provision of services of preschool education according to appendix.

2. Bring in the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About approval of basic tax amount on the basis of the patent on types of activity" of February 18, 2022 No. 84 the following amendment:

To the Ministry of Economy and Trade of the Kyrgyz Republic, the Ministry of Education and Science of the Kyrgyz Republic together with the Ministry of Culture, information, sport and youth policy of the Kyrgyz Republic, the State agency on cases of public service and local self-government under the Cabinet of Ministers of the Kyrgyz Republic, plenipotentiaries of the President of the Kyrgyz Republic in areas, heads of local public administrations and local government bodies (under approval):

- till June 1, 2025 to take measures for step-by-step development of business activity in the field of preschool education in regions of the Kyrgyz Republic;

- inform citizens of the Kyrgyz Republic on possibility of provision by legal entities and individual entrepreneurs of services of preschool education on the basis of notifying procedure;

- provide the permanent advisory and methodical help in case of registration and the organization of activities of the legal entities and individual entrepreneurs providing services of preschool education in premises.

6. Recommend to Guarantee fund open joint stock company to consider question of possibility of provision of guarantees to the legal entities and individual entrepreneurs providing services of preschool education in premises for receipt of preferential financing in commercial banks of the Kyrgyz Republic.

7. To plenipotentiaries of the President of the Kyrgyz Republic in areas and local public administrations according to the Standard regulations on funds of development of regions approved by the resolution of the Cabinet of Ministers of the Kyrgyz Republic of January 16, 2023 No. 20, to take measures for preferential financing of the legal entities and individual entrepreneurs providing services of preschool education in premises.

8. To the Ministry of Economy and Trade of the Kyrgyz Republic, the Ministry of Education and Science of the Kyrgyz Republic to perform monitoring of registration and the organization of activities of the legal entities and individual entrepreneurs providing services of preschool education in premises and following the results of half-year to provide the report on them in Administration of the President of the Kyrgyz Republic.

9. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

The notification procedure about provision of services of preschool education

1. This procedure determines procedures of provision of the notification by legal entities and physical persons (individual entrepreneurs) performing educational sales activities of programs of preschool education.

2. Legal entities and physical persons (individual entrepreneurs) notify authorized state body in the field of education on provision of services of preschool education through office of the taxpayer in information system of authorized tax authority. The notification goes in electronic format no later than 30 days from the moment of the beginning of provision of services of preschool education according to appendix in time.
