1. Determine that the Ministry of Agriculture of the Russian Federation is the authorized body of the Russian Federation performing issue of confirmation about reference of imported goods to the goods specified in subitem 7.1.56 of Item 7 of the decision of the Commission of the Customs union of November 27, 2009 to No. 130 "On single customs and tariff regulation of the Eurasian Economic Union" concerning separate types of meat of cattle refrigerated (codes 0202 30 100 4, of 0202 30 500 4 and 0202 30 900 4 CN FEA EEU), held for use in production of meat products (further - beef concerning which the tariff privilege is provided).

2. Determine that for the purposes of realization of the tariff privilege in the form of exemption of the import customs duty provided by subitem 7.1.56 of Item 7 of the decision of the Commission of the Customs union of November 27, 2009 No. 130 "On single customs and tariff regulation of the Eurasian Economic Union" the legal entities and (or) individual entrepreneurs registered in the territory of the Russian Federation whose core activity corresponds to the following industries (types of activity) treat producers of meat products:

production from meat of lethal animals and fowl (code 10.13 OKVED2);

production of meat products for baby food, including from fowl (the OKVED2) code 10.86.3.

3. Approve the enclosed Rules of calculation of amounts of separate types of meat of cattle refrigerated concerning which the tariff privilege provided by subitem 7.1.56 of Item 7 of the decision of the Commission of the Customs union of November 27, 2009 No. 130 "On single customs and tariff regulation of the Eurasian Economic Union" is provided.

4. To the Federal Customs Service from the date of entry into force of this resolution to submit within 2-day term within the Ministry of Economic Development of the Russian Federation the list of the participants of foreign trade activity importing into the Russian Federation the meat of cattle refrigerated (0202 CN FEA EEU classified in goods item) from January 1, 2020 to December 31, 2022 (inclusive) and from January 1, 2022 to December 31, 2022 (inclusive) according to customs procedure of release for internal consumption, except for meat of cattle, the events and the Commonwealth of Independent States imported from the State Parties.

5. To the Ministry of Economic Development of the Russian Federation:

a) in 5-day time from the date of entry into force of this resolution to distribute amounts of beef concerning which the tariff privilege is provided, calculated according to the Rules approved by this resolution between the participants of foreign trade activity performing import to the Russian Federation of meat of the cattle refrigerated (classified in goods item of 0202 CN FEA EEU) from January 1, 2022 to December 31, 2022 (inclusive) according to customs procedure of release for internal consumption;

b) from the date of entry into force of this resolution to submit within 7-day term within the Ministry of Agriculture of the Russian Federation and to post on the official site of the Ministry of Economic Development of the Russian Federation on the Internet data on the amounts of beef distributed according to the subitem "an" of this Item between participants of foreign trade activity concerning which the tariff privilege is provided.

6. To the Ministry of Agriculture of the Russian Federation:

a) in coordination with the Federal Customs Service in 10-day time from the date of entry into force of this resolution to develop and approve procedure for issue of the confirmation specified in Item 1 of this resolution;

b) perform issue to participants of foreign trade activity of the confirmation specified in Item 1 of this resolution within the amounts distributed according to Item 5 of this resolution.

7. Determine that ensuring discharge of duty on payment of customs duties is not provided concerning separate types of meat of the cattle refrigerated (codes 0202 30 100 4, 0202 30 500 4 and 0202 30 900 4 CN FEA EEU), placed under customs procedure of release for internal consumption using privileges on payment of import customs duties, the taxes integrated to restrictions on use and (or) the order with these goods.

Ensuring discharge of duty on payment of customs duties is not provided on condition of submission to customs authority of the Russian Federation the confirmation specified in Item 1 of this resolution issued by the Ministry of Agriculture of the Russian Federation according to the subitem "b" of Item 6 of this resolution.

8. Represent to the Federal Customs Service to the Ministry of Economic Development of the Russian Federation and the Ministry of Agriculture of the Russian Federation:

a) weekly aggregative data for the 5th day after the termination of each reporting week (starting with the report for March, 2023) - data on amounts of beef concerning which the tariff privilege is provided, imported into the Russian Federation in week and the accruing result since the beginning of year;

b) not later than in 39 calendar days after the termination of each month under report (starting with the report for March, 2023) - data on amounts of beef concerning which the tariff privilege is provided, imported into the Russian Federation in month under report and the accruing result since the beginning of year.

9. The realization of this resolution is enabled by the corresponding federal executive bodies within the number of the workers and budgetary appropriations of the federal budget provided to the specified federal executive bodies on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

10. This resolution becomes effective from the date of its official publication and extends to the legal relationship which arose since January 1, 2023.
