About additional measures for improvement of quality and efficiency by integration of science, education and production in the agrarian sphere

For the purpose of the effective organization of execution of the tasks determined by the Strategy of development of agricultural industry of the Republic of Uzbekistan for 2020 - 2030, ensuring integration of science, education and production, development and effective use of potential of human resources, and also forming of the guaranteed labor market in agricultural industry:

1. Implement since September 1, 2023 the new mechanism of accounting of real requirements of agroclusters, cooperatives and other agricultural enterprises during the forming of subjects of scientific research, implementation in practice of scientific results and training in the field of providing:

a) establishment of questions of cooperation with the highest educational and research establishments, implementations of scientific achievements and the innovation technologies, human resources developments by one of conditions of licensed and allowing procedures of the organization of activities of the created new agroclusters, cooperatives and other large industry enterprises;

b) implementation of system of support of the agroclusters, cooperatives, economic associations and other agricultural enterprises which are effectively cooperating in the field of agrarian science and education, according to which:

the scientific and innovation groups of implementation of joint scientific and applied projects and implementation of scientific achievements consisting of representatives of agroclusters, cooperatives and other agricultural enterprises, non-state and non-profit organizations, and also the highest educational and research establishments are created;

the Special fund of support of implementation of scientific and applied projects, implementations and commercializations of scientific achievements by the scientific and innovation groups at the expense of grants of the international financial institutions at the International center of strategic development and researches in the field of food and agricultural industry is created (further - Special fund). At the same time the Special fund at the first stage determines maximum amount of each project - 1 500-fold size of basic settlement size.

To the Ministry of Agriculture (A. Voitov) till September 1, 2023 to approve procedure for financing of the scientific and innovation groups at the expense of means of Special fund and in 2023-2024 to allocate in Special fund grant funds of the international financial institutions in the amount of 5 million US dollars.

2. Establish procedure according to which:

since September 1, 2023 the system of forming the highest educational and research establishments irrespective of departmental accessory of subjects of scientific projects and theses on the problems expecting the decision in the field of agricultural industry and the food industry with studying of foreign and domestic experience, and also their approval, as a rule, of the Ministry of Agriculture takes root;

responsibility for orientation of subjects of theses on the scientific and practical problem resolution in the field of, ensuring effectiveness and implementation in practice of the specified theses is assigned to the organizations which prepared the corresponding project;

since 2023 when forming investment and grant projects (technical assistance) of the international financial institutions aimed at the development of agricultural industry and its industries scientific and educational components are, as a rule, provided.

3. Approve:

"Road map" on integration of science, education and production in the agrarian sphere and to increase in its efficiency according to appendix No. 1;

Structure of Coordination council on integration of science, education and production in the agrarian sphere according to appendix No. 2.

4. To the ministry of the higher education, science and innovations (I. Abdurakhmonov) and to the Ministry of Agriculture (A. Voitov):

a) since October 1, 2023 to organize carrying out all researches in the field of agricultural industry and the food industry within certain programs for the directions "Food Security, Harmlessness of Power Supply and Products", "Adaptation to Climate Change and Mitigation of Its Effects", "Increase in the Income of Farmers and Creation of Value Added", and also realization since the beginning of year and financing of projects in the direction of agricultural industry and food according to the published programs of scientific activities in coordination with the Ministry of Agriculture;

b) implement system of joint financing of applied and innovation projects in the direction of agricultural industry and food;

c) in three-months time to review the operating mechanism of forming of projects in spheres of agricultural industry and the food industry and to make corresponding changes to it;

d) take measures for the direction of the funds which arrived from the assignments listed in Fund of development of the highest educational institutions for acquisition account from the paid contract of the highest educational institutions in system of the Ministry of Agriculture for strengthening of educational and methodical and material databases of the highest educational institutions;

e) expand the scale of the relations of long-term mutually beneficial cooperation with foreign leading scientific centers, the companies, universities and institutes, and also implementation of joint research projects on hot topics in the agrarian sphere, including to implementation of geoinformation and modern agrotechnologies in agricultural industry;

e) together with Academy of Sciences (B. Yuldashev) till the end of 2023 to create the list of basic and applied researches, and also the innovation scientific and technical projects in the field of agricultural industry and the food industry for 2024 - 2027 and to provide carrying out grant tenders on them in accordance with the established procedure and fixed terms.

5. Create the centers of agroservices covering the services rendered by the agrocenters and schools of farmers of JSB Agrobank, industrial parks and the incubatory centers in system of Chamber of Commerce and Industry, territorial subdivisions of the Agency on development of agricultural industry, and also the clinics of plants and veterinary clinics performing activities in the Republic of Karakalpakstan, areas and regions of the country.

At the same time in 2023-2024:

financing of strengthening of material and technical resources and ensuring agroservices with the necessary laboratory and analytical equipment of the centers is performed at the expense of the funds allocated within the project of the World Bank "Upgrade of agricultural industry of the Republic of Uzbekistan";

the payment system of the salary and allowances to the highly qualified specialists, scientific and pedagogical workers involved in the centers of agroservices with preserving their principle place of employment proceeding from amount of the performed work at the expense of means of subjects of agrarian entrepreneurship, the international financial institutions and the budget takes root.

7. Approve the offer of the Ministry of Agriculture, Tashkent state agricultural university and International agricultural university on creation under the International agricultural university of specialized International school on the basis of education system of Great Britain (further - the International school).
