About measures for establishment of mutually beneficial cooperation with subjects of entrepreneurship on reducing poverty

(Extraction)

For the purpose of raising on the new level of process of fight against poverty in the republic, attraction to this work of subjects of entrepreneurship on the basis of mutually beneficial cooperation and creation for them additional conveniences:

1. Agree with the offer of the Ministry of employment and the reducing poverty, the Ministry of Economics and finance Authorized on protection of the rights and legitimate interests of subjects of entrepreneurship, and also Chamber of Commerce and Industry about program implementation "20 thousand entrepreneurs - 500 thousand qualified specialists" (further - the Program).

2. Determine that subjects of entrepreneurship participate in the Program voluntarily based on the agreement on cooperation displaying them the rights and obligations.

3. Establish procedure according to which:

a) agreements on cooperation are signed:

with the subjects of entrepreneurship planning creation from 51 to 100 new workplaces - hokimam of areas (cities) and their first deputies on financial and economic questions and reducing poverty on the basis of proposals of assistants to hokim of areas (cities) on development of entrepreneurship, employment of the population and reducing poverty (further - assistants to hokim);

with the subjects of entrepreneurship planning creation from 101 to 200 new workplaces - the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokimama of areas and the city of Tashkent, and also their first deputies on financial and economic questions and reducing poverty on the basis of proposals of assistants to hokim;

with the subjects of entrepreneurship planning creation over 200 new workplaces - the minister of employment and reducing poverty, and also the Minister of Economy and Finance on the basis of offers of the Agency on work makhallabay and to development of entrepreneurship;

b) legal expertize of draft agreements about cooperation is carried out respectively by the Ministry of Justice and its territorial subdivisions;

c) The Chamber of Commerce and Industry provides to the subjects of entrepreneurship which signed the agreement on cooperation, certificates confirming their participation in the Program and also renders them comprehensive assistance in full agreement performance about cooperation;

d) accomplishment of obligations by agreement parties about cooperation is controlled by the Representative for protection of the rights and legitimate interests of subjects of entrepreneurship.

4. Determine that:

a) subjects of entrepreneurship - the legal entities who are performing activities within at least two years and not having the state share in the authorized capital can participate in the Program;

b) the agreement on cooperation is signed for up to three years and in case of default on obligations, provided in it, the privileges provided to subjects of entrepreneurship are cancelled in accordance with the established procedure and the amounts which remained at the disposal of subjects of entrepreneurship as a result of application of privileges are subject to return;

c) the number of the subjects of entrepreneurship covered by the Program by regions, and also parameters of the new workplaces created by them affirm the Cabinet of Ministers (D. Kuchkarov).

5. Open in 2023 - 2026 credit line in the amount of 500 million US dollars for program implementation.

At the same time for financing of projects of the subjects of entrepreneurship included in the Program, in 2023:

from Fund of reconstruction and development the credit line to commercial banks in equivalent of 85 million US dollars opens;

at the expense of the means provided for financing of projects within development programs of family entrepreneurship 1 trillion sum goes;

at the expense of international financial institutions the loans in the amount of 200 million US dollars are attracted.

6. Determine that:

funds of credit line are allocated according to the appeal of the commercial banks servicing the subjects of entrepreneurship included in the Program;

funds of credit line are allocated to commercial banks for the term of 10 years, including three-year grace period, at the rate of 10 annual interest rates;

the credits of commercial banks at the expense of means of credit line (including at the expense of the extinguished part of the allocated credits) are allocated for projects implementation of the subjects of entrepreneurship included in the Program (except for projects of development of the financial sphere), for a period of up to 7 years at the rate of 14 annual interest rates in sizes according to appendix No. 1 to this Decree;

7. Provide to the subjects of entrepreneurship included in the Program, the following differentiated privileges and preferences according to appendix No. 1 to this Decree:

a) for a period of up to January 1, 2025 - in case of acceptance by subjects of entrepreneurship for work of the citizens included in "The unified register of social protection":

privileges on the property tax and the land tax to the subjects of entrepreneurship which provided employment and monthly within at least one year to the above-stated citizens paying the salary in the amount of at least one minimum wage if in the total number of their workers the share of these citizens constitutes at least 20 percent;

return to employers from the republican budget of tax amounts on the income of the physical persons (in the amount of, not exceeding the double size of basic settlement size for each worker) paid on the salary and application to them the tax rate of the social tax with decrease by 50 percent - in case of employment of citizens and charge of the salary by it for every month in the amount of at least one minimum wage;

b) in the direction of providing with the means and infrastructure necessary for activities of subjects of entrepreneurship:

covering of construction expenses and equipment of training centers on training in professions of jobless citizens and advanced training of the workers at the expense of means of the State fund of assistance of employment;
