About some questions of assignment of honourable names to territorial authorities, bodies, organizations (organizations) and divisions of separate federal state bodies

For the purpose of regulation of questions of assignment of honourable names to territorial authorities, bodies, the organizations (organizations) and divisions of separate federal state bodies I decide:

1. Approve the enclosed Regulations on assignment of honourable names to territorial authorities, bodies, the organizations (organizations) and divisions of separate federal state bodies.

2. Bring in Item 3 of the Regulations on honourable names of associations, connections, military units (ships) and the organizations of the Armed Forces of the Russian Federation, other troops, military forming and bodies approved by the Presidential decree of the Russian Federation of July 12, 2000 No. 1292 "About approval of the Regulations on honourable names of associations, connections, military units (ships) and the organizations of the Armed Forces of the Russian Federation, other troops, military forming and bodies" (The Russian Federation Code, 2000, No. 29, Art. 3058; 2003, No. 47, Art. 4520; 2005, No. 32, Art. 3274; 2011, No. 40, Art. 5532; 2013, No. 13, Art. 1522; 2015, No. 14, Art. 2107; 2016, No. 50, Art. 7078; 2017, No. 40, Art. 5820), following changes:

a) the paragraph one to state in the following edition:

"3. Assignment of honourable names to associations, connections, military units (ships) of the Armed Forces of the Russian Federation, other troops, military forming and bodies (except military units (ships) specified in paragraph three of this Item), and also in exceptional cases to the organizations for especially outstanding merits before the state is made by the President of the Russian Federation on representation of the Minister of Defence of the Russian Federation, heads of other federal executive bodies in whom the military service is provided (further hereinafter are referred to as - federal executive bodies).";

b) add paragraph two with words "if other is not provided by this Provision".

3. Bring in the Regulations on the Federal Service of troops of national guard of the Russian Federation approved by the Presidential decree of the Russian Federation of September 30, 2016 No. 510 "About the Federal Service of troops of national guard of the Russian Federation" (The Russian Federation Code, 2016, No. 41, Art. 5802; 2018, No. 24, Art. 3503; No. 44, Art. 6713; 2020, No. 1, Art. 3; No. 39, Art. 6017; No. 44, Art. 6971; 2021, No. 4, Art. 676; No. 18, Art. 3123; No. 27, Art. 5345; 2022, No. 6, Art. 865; No. 41, Art. 7049; No. 45, the Art. 7692), change, having replaced in the paragraph the fourteenth the subitem 7 of Item 14 of the word "and to military units" with words ", to military units and the organizations".

4. Declare invalid the subitem 23 of Item 20 of the Regulations on the Ministry of Internal Affairs of the Russian Federation approved by the Presidential decree of the Russian Federation of December 21, 2016 No. 699 "About approval of the Regulations on the Ministry of Internal Affairs of the Russian Federation and Standard regulations on territorial authority of the Ministry of Internal Affairs of the Russian Federation on the subject of the Russian Federation" (The Russian Federation Code, 2016, No. 52, the Art. 7614).

5. Determine that the honourable names appropriated to territorial authorities, bodies, the organizations (organizations) and divisions of separate federal state bodies about day of entry into force of this Decree remain.

6. Financial provision of the payment commitments connected with implementation of this Decree is performed within the budgetary appropriations provided in the federal budget to federal state bodies on management and management in the sphere of the established functions.

7. This Decree becomes effective from the date of its signing.

Regulations on assignment of honourable names to territorial authorities, bodies, organizations (organizations) and divisions of separate federal state bodies

1. Assignment of honourable names to territorial authorities, bodies, the organizations (organizations) and divisions of the federal state bodies specified in Item 2 this provision (further also - bodies, the organizations and divisions of state bodies), is the certificate of recognition of their special merits in protection of state interests. Honourable names are appropriated for high achievements when implementing by bodies, organizations and divisions of state bodies of the activities, in case of realization of the tasks facing them and also for other special merits.

2. Honourable names are appropriated:

a) to territorial authorities of the Ministry of Internal Affairs of the Russian Federation (Ministry of Internal Affairs of Russia), organizations and divisions of the Ministry of Internal Affairs of Russia;

b) to territorial authorities, divisions and the organizations of system of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response (Emercom of Russia), except for rescue military forming of Emercom of Russia;

c) to the territorial authorities of Federal Penitentiary Service, organizations performing punishments, to pre-trial detention centers, and also the organizations and the organizations which are specially created for ensuring activities of criminal executive system of the Russian Federation;

d) to the territorial authorities of Federal Bailiff Service and the organizations which are specially created for ensuring activities of system of forced execution of the Russian Federation;

e) to the territorial authorities and the subordinated organizations which are a part of the system of the State Courier Service of the Russian Federation;

e) to territorial authorities of the Federal Service of troops of national guard of the Russian Federation, divisions (bodies) of troops of national guard of the Russian Federation in which persons having special ranks of police serve;

g) to the territorial authorities of the Federal Customs Service, the organizations which are under its authority;

h) to the organizations of prosecutor's office of the Russian Federation;

i) to investigating bodies and organizations of the Investigative Committee of the Russian Federation.

3. Assignment of honourable names is performed:

a) in honor of considerable historical events or memorials with which are connected education, formation and development of bodies, organizations and divisions of state bodies, or outstanding events in their activities;
